Purpose
Directs the Outpatient Services function and supervises staff, develops and oversees Outpatient and aftercare programs according to the Agency’s regulating bodies, in support of the mission and values, while ensuring quality care to all served. This person closely collaborates with the Chief Clinical Officer.
Essential Job Functions
- Provides oversight primarily to clinical programming and services at the Firestone location, including process for residential access.
- Responsible for developing, planning, supervising, and evaluating component functions of the agency’s outpatient clinical programs and services.
- Supervises staff to assure appropriate service delivery, including treatment planning, assessment, and transition planning.
- Monitors and addresses compliance with OMHAS and CARF standards, along with IBH policy and procedures related to service provision.
- Provides leadership in establishing, monitoring, and interpreting outpatient clinical policies and procedures.
- Trains outpatient clinical staff in providing services to clients including facilitating orientation of new staff.
- Prepares for and participates in OMHAS, CARF, and ADM surveys and audits in collaboration with QPM department.
- Participates in Corporation Board Clinical committee for planning and support of present and future treatment services. Attends Corporation Board Meetings as assigned.
- Attends external and internal meetings assigned by supervisor.
- Maintains knowledge about the external environment as it relates to addiction recovery and co-occurring treatment.
- Builds relationships with community stakeholders to advance the Agency’s mission and values and enhance community presence through attendance at events, meetings, and speaking engagements.
- Assists in developing, evaluating, and implementing evidenced based clinical practices and curriculum.
- Coordinates services for specific outpatient clinical programs in cooperation with the Chief Clinical Officer.
- Conducts weekly staff meetings with all clinical outpatient programs.
- Maintains quality, confidentiality, and continuity of all required documentation and records in collaboration with QPM department.
- Monitors programs to support completion of Strategic Plan and is responsible for result statements and activity specific to outpatient.
- Assists with fiscal year budget development and planning in collaboration with the CFO.
- Ensures programs function in accordance with agency and professional ethics.
- Assists with Clinical staff development opportunities and programming.
- Determines and monitors program workload targets, evaluates staff and program productivity and quality of services, and utilizes the Agency’s outcomes research to improve services and lead to an increased number of successful outcomes.

Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance stoop; stoop, kneel, crouch or crawl; talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Position Type and Expected Hours of Work
This is a full-time position, and general hours of work and days are Monday through Friday during the Agency’s business hours; this position requires periodic evening and some weekends activity/hours .
Requirements
- A Master’s degree in Counseling or Social Work or related field
- Five years of management and supervision experience in a substance abuse/mental health preferred
- Counselor or Social Work licensure and Supervision designation by the State of Ohio is required
- A minimum of 5 years’ experience supervising outpatient programs at a substance abuse facility preferred
- Knowledge of:
- CARF Accreditation and Ohio Administrative Code
- Ethical Standards and practice
- Mandatory Reporting Laws
- Evidenced-Based Practices
- Ohio Counselor, Social Worker and Marriage and Family Therapist Board’s licensing requirements for practicing counselors and social workers
- Proficient with Microsoft office (Word, and Outlook) and leadership in utilizing electronic health records (Credible preferred).
