Fraud Control Manager
Office of Family Assistance
The Office of Family Assistance (OFA) provides operational, technical assistance and training support for safety net programs that assist low-income Ohioans. It manages public assistance programs like Ohio Works First (OWF), Supplemental Nutrition Assistance Program (SNAP), Commodity Supplemental Food Program (CSFP), and the Emergency Food Assistance Program (TEFAP). OFA also develops policies for county agencies, administers the Ohio Benefits online system, and supports employment and training initiatives to help Ohioans achieve economic stability. What You Will Do
This position plays a key leadership role in guiding statewide efforts to prevent and detect public assistance fraud, misuse, and overpayments. The role is responsible for directing county-level compliance with state and federal laws, shaping fraud prevention policies, and overseeing benefit recovery operations. It also provides strategic supervision to staff, leads the development of training and technical assistance, and works closely with partner agencies and law enforcement to support investigations and prosecutions. This position ensures strong oversight, accurate reporting, and consistent statewide practices that protect program integrity and support effective public service.
Job Duties
- Works under administrative leadership to plan, direct, and oversee statewide guidance for all counties.
- Ensures that counties comply with state and federal laws, rules, and regulations related to preventing and detecting public assistance fraud, misuse, and overpayments.
- Reviews and interprets federal and state laws to ensure full compliance at both the state and county levels.
- Develops and manages the implementation of policies, procedures, goals, and objectives related to fraud prevention and benefit recovery.
- Collaborates with internal state teams as well as external teams and vendors in the development and delivery of materials and services related to fraud prevention and detection and benefit recovery. This includes guidance on fraud detection, investigative practices, administrative penalties, criminal prosecution support, establishing and collecting overpayment claims, processing data matches, and safeguarding Federal Tax Information.
- Ensures compliance with, and monitoring of, the Federal Tax Offset Program (TOP), and the State Tax Offset Program (STOP) as well as the monitoring of the protection of Federal Tax Information (FTI) and Income Eligibility Verification (IEVS) data.
- Supervises assigned staff by giving out work, providing direction, and reviewing performance.
- Recommend candidates for hiring, sets employee goals, and completes performance evaluations.
- Approves or denies leave requests, recommends disciplinary actions when needed, leads staff meetings, and supports ongoing staff development.
- Serves as a liaison to other state agencies, as well as federal, state, and local law enforcement and prosecutors, to help coordinate investigations, administrative disqualifications, and prosecutions involving public assistance fraud or SNAP trafficking.
- Oversees and takes part in reviews of state and county operations conducted by federal oversight agencies.
- Prepares required federal reports and provides information about fraud prevention and detection activities at both the state and local levels when requested.
Challenges
- Ensuring consistent compliance across all counties: counties vary in size, resources, staffing, and experience, which can make it difficult to maintain uniform standards and practices statewide.
- Interpreting complex and frequently changing laws; federal and state regulations related to public assistance programs can be detailed and updated often, requiring constant review and adjustment of policies and guidance.
- Handling high-stakes decisions; decisions about administrative penalties, disqualifications, or referrals for prosecution that can have major impacts on individuals and families, requiring accuracy and fairness.
Schedule: Full-time
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Location: James A. Rhodes Tower, 30 E. Broad Street, 31st Floor, Columbus, Ohio.
Travel: Occasional travel within the state of Ohio.

The ideal candidate, at minimum, must have the following:
Option 1:
- 72 months experience in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field;
AND
- 12 months experience in delivery of human services in a governmental, community, or private human support services agency.
Or Option 2:
- Completion of undergraduate core program in social or behavioral science;
AND
- 48 months experience in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field;
AND
- 12 months experience in delivery of human services in a governmental, community, or private human support services agency.
Or Option 3:
- Completion of graduate core program in social or behavioral science.
AND
- 36 months experience in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field;
AND
- 12 months experience in delivery of human services in a governmental, community, or private human support services agency.
Or Option 4:
- 12 months experience as Human Services Developer, 69453.
Or Option 5:
Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $39.22 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
