BryceTech is seeking a highly experienced IDIQ Program Manager to lead execution of the RG Professional Services Support (RPSS) contract in support of AFWERX, a Technical Directorate within the Air Force Research Laboratory (AFRL).
AFWERX is the innovation arm of the Department of the Air Force (DAF), accelerating agile and affordable capability transitions by connecting innovative technology developers with Airmen and Guardian talent across its divisions: Ventures, Spark, Prime, and SpaceWERX.
The IDIQ Program Manager will serve as the senior leader responsible for overall contract performance, strategic execution, resource alignment, stakeholder integration, and mission delivery across all task orders under this vehicle. This individual will function as the primary interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and senior AFWERX leadership.
This is a high-visibility executive leadership role requiring deep experience managing complex federal IDIQ programs supporting RDT&E, acquisition management, innovation ecosystems, and Congressional reporting functions.
Key Responsibilities
Contract & IDIQ Leadership
Serve as the single point of accountability for cost, schedule, performance, and quality across all task orders.
Lead strategic planning and execution of professional services supporting AFWERX Core Ops, SBIR/STTR Administration, Prime, and related initiatives.
Oversee phase-in and phase-out execution in accordance with approved plans.
Establish governance structures, reporting frameworks, and performance management processes.
Ensure compliance with all IDIQ PWS requirements and task order-specific criteria.
Strategic Program Management
Provide executive-level oversight of multidisciplinary teams supporting:
Program and project management
Private capital and commercialization initiatives
Strategic communications and marketing
Event planning and ecosystem engagement
Information technology and data analytics
Security and information protection services
Executive and administrative support
Apply acquisition lifecycle best practices to support RDT&E initiatives and technology transition to the Warfighter.
Identify program risks and implement mitigation strategies across functional domains.
Drive continuous process improvement and business process re-engineering where appropriate.
Stakeholder Engagement & Government Integration
Maintain regular and direct interface with Government leadership.
Support reporting to senior DAF leadership, OSD, SBA, DoD OSBP, and Congressional stakeholders.
Strengthen contractor-Government collaboration to enhance mission outcomes.
Ensure all communications, reporting, and deliverables align with operational security (OPSEC) requirements.
Team & Resource Management
Assign and manage appropriate staffing resources across divisions and task orders.
Lead subcontractor management and ensure full accountability for performance.
Oversee workforce planning, retention strategy, and surge capability.
Foster a culture of innovation, agility, and mission focus aligned to AFWERX priorities.
Required Qualifications
Bachelor’s degree in Business, Engineering, Public Administration, Acquisition, or related field.
12+ years of progressive program management experience supporting federal contracts.
5+ years leading large, complex IDIQ or multi-task order vehicles.
Demonstrated experience supporting DoD, USAF, AFRL, or innovation-focused organizations.
Strong knowledge of:
Federal acquisition regulations (FAR)
RDT&E program environments
SBIR/STTR ecosystems
Innovation transition pathways
Proven experience managing multidisciplinary teams across geographically dispersed locations.
Exceptional executive communication and stakeholder engagement skills.
Active Secret clearance or above.
Preferred Qualifications
Master’s degree (MBA, MPA, MS in Engineering or related field).
PMP, DAWIA certification, or equivalent program management credential.
Experience supporting innovation directorates, venture-style acquisition models, or dual-use technology transition.
Prior experience interfacing with Congressional reporting requirements.
Familiarity with AFWERX divisions (Ventures, Spark, Prime, SpaceWERX).
