JOB SUMMARY

The Landlord-Tenant Programs Manager (LTPM) will be responsible for implementing and managing DEC’s Landlord Tenant Home Repair Pilot pilot program, with the goal of developing a successful design for a long-term program. Key responsibilities include managing the program outreach, analyzing applications and selecting participants, organizing and facilitating required educational classes for participants, facilitating forgivable loan closings with landlords, monitoring compliance of program requirements, and analyzing the success of the program. The LTPM will work closely with DEC’s Executive Director and Project Manager and the City of Dayton’s Sustainability Office to complete all responsibilities.

The LTPM will also work on the best long-term scale up of the program and the future of DEC’s future landlord and tenant programs that best serve the needs of the community and fulfill DEC’s mission. Other jobs and responsibilities may be assigned.

KEY RESPONSIBILITIES

Program Design

  • Work with the Executive Director, applicable DEC teammembers, and external partners to develop and manage DEC’s Landlord Tenant Home Repair Pilot program, set to launch August 2026. ( See full program below).
  • Consult with the City of Dayton and key stakeholders to develop the program.
  • Consult with stakeholder partners to develop a curriculum for the required participant education.
  • Incorporate long-term sustainability planning into each phase of program design, implementation, and analysis to set up a successful upscale of the program.

Program Implementation

  • Work with DEC staff members and the City of Dayton to create an effective outreach plan for participants.
  • Recruit landlords and tenants for the program by following the outreach plan. Attend community events, neighborhood meetings, conferences, and similar events that may take place outside of normal work (9-5pm) hours.
  • Guide and support interested participants through the application process.
  • Work closely with DEC’s Intake Team to assist tenants with DHRN universal applications.
  • Analyze applications and choose participants based on pilot requirements and goals.
  • Organize and facilitate all required classes for participants.
  • Facilitate forgivable loan closings with landlords.
  • Monitor participants’ compliance with program requirements.
  • Work with the DEC Project Manager to ensure committed repair(s) are completed on participants’ properties.

Engagement & Program Continuation

  • Create a post-pilot program report that analyzes the success of all of the pilot’s phases and suggestions for future program(s).
  • Work with DEC’s Executive Director to determine future and long-term landlord-tenant engagement and potential permanent tenant-occupied housing improvement program(s).
  • Work with the Executive Director to find and apply for funding for future tenant-occupied housing improvement programs.

Collaboration

  • Ensure clear and accurate messaging about the program is well communicated to the community.
  • Organize and facilitate regular meetings with fellow DEC staff, the City of Dayton Sustainability office, and other stakeholders.
  • Prepare to support DEC’s key services when needed, including but not limited to DEC’s clearinghouse processes (answering phone calls from DEC’s main line, providing accurate information to community members about DEC and DHRN programs, and guiding individuals through DHRN eligibility questionnaires).
  • Work closely with the Executive Director and other staff to support organizational goals.
  • Build strong and trusting relationships with DHRN partners. Attend DHRN meetings when necessary. Participate in DHRN committee(s) as able.
  • Exhibit a transparent process and procedures culture.
  • Foster and encourage a supportive and collaborative culture with coworkers.

PILOT PROGRAM INFORMATION

DEC has partnered with the City of Dayton (COD) Sustainability Office to design a pilot program that targets critical repairs and energy inefficiencies of tenant-occupied units without incentivizing poor landlord practices. DEC and COD established a stakeholder group to design the pilot, meeting from July 2025 through April 2026. The group includes COD Planning, Neighborhoods, and Development, Miami Valley Fair Housing Center, Human Relations Council, Mediation Center, CityWide Development, Dayton Tenants Union, Attorneys for Basic Legal Equality, Miami Valley Community Action Partnership, Dayton Municipal Court, Greater Dayton Premier Management, Greater Dayton Real Estate Investors Association (GDREIA), and private landlords.

The goal of the pilot is to address critical conditions issues–structural repairs and health and safety concerns that affect daily life for the tenant. Landlords must be local, small scale, and have limited resources. Participants (both tenants and landlords) must complete applications assessing home repair needs and lack of financial capital for upkeep that will be analyzed by DEC staff. Approved participants will be required to attend educational classes covering the following topics: conflict resolution/mediation, tenants rights and responsibilities, landlord rights and responsibilities, financial management, home maintenance and home health. After completing the required sessions, DEC’s staff will manage critical repair projects on the participant units.

The goal is to complete repairs on ten housing units and a maximum of one unit per landlord and assist participants in applying for MVCAP’s Weatherization program. Only units in HUD qualified census tracts within the COD limits may be eligible.

The landlord will be required to sign off on several requirements to ensure the protection of the tenant and program goals are maintained. Requirements include:

  • Forgivable loan contract that requires
  • 2 year rent restriction beyond cost of living increase each year
  • Mandatory 6 month inspections
  • 12 month lease with
  • Landlord-tenant communication agreement
  • Agreement for no eviction without just cause or mediation

DEC and the COD will monitor and enforce all program requirements for at least two years. The COD and DEC will bring together the stakeholder group again at the end of 2027 to analyze the results of the pilot and determine the best design for a long-term upscale of the program.

REQUIRED EDUCATION, KNOWLEDGE, SKILLS, ETC.

  • High school diploma or equivalent. Associates' or bachelor's degree preferred.
  • Knowledge of local landlord rights and responsibilities.
  • Knowledge of local tenant rights and responsibilities.
  • Strong organization and interpersonal communication skills.
  • Community organizing and/or outreach.
  • Large group facilitation experience.
  • Ability to follow and work with legal contracts.
  • Strong writing and emailing skills. Grant writing experience preferred.
  • Grant reporting.
  • Proficient using a computer, particularly MacBooks and Microsofts.
  • Proficient using the Google platform (Gmail, Google Drive, Google Docs, Google Sheets, etc.) as well as Microsoft Word, Excel, etc.
  • Experience using Salesforce preferred.
  • Ability to answer, make phone calls, and provide excellent messaging and customer service via phone and email.
  • Knowledge and connections with the Dayton community, neighborhoods, and organizations preferred.
  • Ability to work in an evolving and growing organization.
  • Ability to work under a manager.
  • Ability to work collaboratively.
  • Ability to work in an office environment.
  • Driver's License, car insurance, and own vehicle required.
  • Own smartphone required.

COMPENSATION & BENEFITS

Gross Annual Salary: $55,000-$60,000 (Salary chosen based on candidate’s skills and experience.)
