SALARY: This position has a pay range of $20.00 to $30.00 per hour based on experience.

STATUS: Full-Time REPORTS TO: Director, Economic Develop.

General Purpose:

The Property Maintenance Inspector is responsible for ensuring that residential and commercial properties comply with the municipality’s property maintenance codes and ordinance-driven standards. This position involves conducting field inspections, responding to complaints, issuing violation notices, and working with property owners to correct deficiencies, all in accordance with applicable municipal ordinances to preserve community health, safety, and aesthetics.

Essential Duties and Responsibilities:

· Conduct routine and complaint-based inspections of existing residential, commercial, and industrial properties for compliance with adopted ordinances, including property maintenance codes, housing codes, and other applicable regulations.

· Document violations, prepare inspection reports, and maintain accurate records of inspections, correspondence, and enforcement actions.

· Issue notices of violation and, when necessary, prepare cases for prosecution, including providing testimony in court or at administrative hearings.

· Respond to inquiries and complaints from residents, property owners, tenants, and the public regarding property conditions and code requirements.

· Educate property owners, tenants, and contractors on municipal ordinances and assist them in achieving compliance.

· Perform follow-up inspections to ensure timely correction of violations.

· Develops and maintains current lists of residents and monitors occupancy permits for residents.

· Monitors vacant and foreclosed homes.

· Conduct inventory and exterior condition inspections of vacant and/or foreclosed properties to identify ordinance violations such as overgrown vegetation, accumulation of trash or debris, broken windows, and other maintenance issues.

· Perform exterior maintenance inspections in residential areas citywide, focusing on ordinance violations related to grass cutting, trash accumulation, and similar issues, including those identified through resident complaints.

· Enforces sign regulations under Sections 503.03 and 1179.08(6) of the Codified Ordinance, addressing unauthorized signage on telephone poles, tree lawns, and similar locations.

· Take photographs or measurements for presentations and legal documentation.

· Attend training sessions and keep current with changes to property maintenance codes, inspection techniques, and enforcement procedures.

· Assist with data entry, filing inspection reports, and maintaining accurate property records.

· Prepare routine correspondence, notices, and informational materials.

· Answer phone calls and responding to general inquiries from the public when in office.

· Ability to adapt to changing schedules or routines.

· Perform other related duties as assigned.

· Maintain employee morale.

DESIRED MINIMUM QUALIFICATIONS:

· High school graduate or equivalent experience and /or related education and at least eighteen (18) years of age.

· Knowledge of City Housing Maintenance Codes.

· Ability to effectively communicate with the general public.

· Basic computer proficiency, including word processing and inspection reporting systems.

· Ability to work independently, manage time effectively, and handle confrontational situations diplomatically.

· Ability to work independently, accomplish field tasks and communicate field observations.

· Skill in use of office and field equipment necessary for completion of responsibilities.

· Experience in City Housing Maintenance Code transactions preferred.

· Valid Ohio Driver License.
