Legal Administrative Specialist (Water Rights)
Duties - Prepares and reviews applications required to obtain or change water rights administered under State law; determines appropriate documentation needed; and prepares correspondence requesting additional information.
- Investigates facts, gathers information, and applies appropriate laws and policies to determine if water rights applications would adversely affect BLM resources, habitat, or interests in property.
- Enters data into and retrieves data from Geospatial Information Systems (GIS) and other databases, then designs and conducts queries to extract data.
- Develops, manages, and maintains water rights program case files and other paper and electronic records according to data and file management standards.
- Prepares responses to requests for information, prepares forms for review, and assembles water rights reports, permits, documents, and data
- Communicates and coordinates with managers and staff whose programs are impacted by the water rights program to integrate work across programs, including checking in on the status of ongoing tasks, documenting findings, and making recommendations.

Qualifications

To qualify at the GS-05 level you must meet the following: Experience: You must possess three (3) years of general experience, one (1) year of which was equivalent to at least GS-04 in difficulty and complexity as indicated by the following examples: Experience communicating with internal and external clients via phone, written correspondence, and computers; working with a diverse customer base and assisting them in their needs; and experience working with/in computer software programs such as Microsoft Office Suite. -OR- Education: Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree in any field. You must submit a copy of your transcripts. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. To qualify at the GS-07 level you must meet the following: Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience handling, organizing, and reviewing documents and files; providing customer service to internal and external audiences; preparing document drafts; and/or using computer software to collect, enter, manipulate, update, or maintain data. -OR- Education: Must have completed one full year of graduate level education (18 credits or equivalent), in a field that provided the knowledge, skills and abilities necessary to do the work or have superior academic achievement. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) Physical Demands: The office work is mostly sedentary with occasional walking, bending, and lifting of moderate loads of up to 45 pounds (e.g., record boxes). The field work occurs on occasion and requires physical exertion such as walking long distances over rough, uneven, or rocky surfaces and in streams, and exposure to extreme temperatures. The field duties of this position require that the employee operate or travel in four-wheel drive vehicles and utility task vehicles (UTV) on and off paved roads in isolated areas over rough terrain. Field duties may require recurring bending, crouching, reaching, or lifting. Work Environment: The majority of work is performed in an office setting. Field work is performed under a variety of topographic and climatic conditions, such as rough, uneven, or rocky surfaces and exposure to extreme temperatures; the employee may encounter hostile wildlife while in the field. The employee is required to wear helmets when operating or traveling in UTVs. Education

This is a Water Rights Specialist position located at the Bureau of Land Management (BLM) Idaho State Office that provides administrative expertise in implementing the Bureau's water rights management program for BLM-managed public lands in Idaho. At the GS-09 level, the incumbent reviews, adjudicates, and examines the full range of water rights cases; performs work acquiring, protecting, and managing water rights on public lands; reviews water rights filings to determine potential for adverse effects to BLM resources, habitat, or interests in property; investigates facts, gathers information, and applies appropriate laws and policies for specific cases; researches land records to determine land ownership and land status for case processing; locates and documents water sources in the field; prepares correspondence and written reports; and manages data and records, including geospatial data concerning water rights.
