The Office of Family Assistance provides policy, operational, technical assistance and training support for safety net programs that assist low-income Ohioans. This includes: Cash assistance programs funded by the Temporary Assistance for Needy Families (TANF) Block Grant, including Ohio Works First (OWF) and the Prevention Retention and Contingency programs; Food assistance programs including, the Supplemental Nutrition Assistance Program (SNAP), the Summer EBT Program, the Commodity Supplemental Food Program (CSFP) and The Emergency Food Assistance Program (TEFAP); Program Integrity; and Adult Protective Services. What You Will Do

The Payment Accuracy Supervisor (Human Services Program Administrator 2) oversees SNAP Payment Error Rate (PER) compliance activities for County Departments of Job and Family Services (CDJFS) for the state. This role supervises a team of case management analysts and ensures that all mandated SNAP Payment Error Rate reviews are conducted accurately, thoroughly, and in accordance with state and federal regulations. The position directly supports Ohio's compliance with federal SNAP requirements and contributes to statewide accuracy in eligibility determinations.

Job Duties

  • Oversee the completion of state mandated SNAP Payment Error Rate (PER) reviews for assigned counties

  • Ensure PER reviews meet all state and federal regulations, guidelines, and documentation standards

  • Distribute monthly cases equitably to PER reviewers across the state and monitor case progress for accuracy and timeliness

  • Conduct detailed second-level reviews of PER cases, confirming correct documentation, accurate date entry into the state PER review system, and proper benefit budget calculations

  • Verify that all required client verifications and state and federally required review elements are included

  • Identify error trends and discuss findings with ODJFS and CDJFS leadership as appropriate

  • Supervise assigned staff, including work assignment, direction, and workload management

  • Conduct performance evaluations, establish goals, provide feedback, and monitor overall staff performance

  • Participate in hiring recommendations, approve or deny leave, and recommend discipline as needed

  • Lead staff meetings and support ongoing staff development

  • Maintain required records, logs, and files; prepare reports and correspondence

  • Maintain subject matter knowledge by reviewing instructional materials and regulatory updates

  • Use computer systems and software to manage documents, reports, and PER data

Schedule:
Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Location: This position will be headquartered at the Rhodes State Officer Tower - 30 E. Broad Street, Columbus, OH 43215

Travel: Occasional travel within the state of Ohio.

Qualifications

The ideal candidate, at minimum, must have the following:

Option 1 :

  • Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting;

AND

  • 18 months experience in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning;

AND

  • 6 months experience in supervisory principles/techniques.


Option 2
:

  • Completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting;

AND

  • 12 months experience in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning;

AND

  • 6 months experience in supervisory principles/techniques.


Note: Training in business or public administration or accounting and experience in review of services for cost containment/budgeting only pertain to medical cost containment program administrator positions.

Option 3:

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 13. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $35.68 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
