POSITION PURPOSE
To implement, configure, and align the Court’s case management system and other operational systems with Court-defined processes, ensuring that system functionality supports accurate, efficient, and consistent case processing.
POSITION SUMMARY
The Court Systems Operations Specialist is responsible for configuring, maintaining, and optimizing system functionality and workflow alignment of the Court’s case management system and other operational systems in accordance with direction from Court Administration.
This role ensures that system workflows, configuration, and automation accurately reflect Court-defined processes and how the Court operates in practice. The position works closely with judges, magistrates, and staff to translate operational needs into system functionality.
This role extends beyond the case management system and includes system-driven processes, integrations, and operational workflows that support the Court’s overall function.
The position coordinates with the Court’s system vendors, including Tyler Technologies, regarding system functionality, workflows, and configuration requirements, and works in partnership with the IT Systems Support & Applications Specialist to ensure operational requirements are effectively implemented.
This position performs professional-level operational work and exercises independent judgment in implementing system functionality consistent with direction established by Court Administration.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1) System & Process Configuration & Workflow Implementation
- Configure and maintain system workflows, queues, case processing steps, and user-facing functionality.
- Ensure system configuration reflects Court procedures, local rules, and operational direction.
- Implement workflow and process adjustments as directed by Court Administration.
2) System Alignment with Court Operations
- Ensure systems support scheduling, caseflow, and daily operational needs as defined by the Court.
- Identify misalignment between system functionality and Court processes and implement corrective configuration and workflow adjustments.
- Maintain consistency between system use and established Court procedures.
3) Testing, Validation, and Implementation
- Lead user acceptance testing (UAT) for system updates, enhancements, and configuration changes to confirm alignment with Court-defined processes.
- Validate workflows, processes, and outputs for operational accuracy.
- Coordinate rollout of system changes to ensure readiness and minimal disruption.
4) Vendor Coordination (Operational Implementation)
- Serve as the operational liaison with the Court’s system vendors regarding system functionality, workflows, and configuration needs.
- Define and communicate operational requirements, workflow needs, and system expectations as established by Court Administration.
- Coordinate with IT for technical implementation and resolution of technical issues.
5) Cross-Function Coordination
- Work directly with judges, magistrates, and staff to understand operational needs.
- Translate operational requirements into system configuration and workflow adjustments.
- Coordinate with the IT Systems Support & Applications Specialist to ensure alignment between operational objectives and technical execution.
6) Data Integrity & Operational Consistency
- Ensure consistent and accurate use of the systems across departments.
- Identify and address workflow breakdowns or inconsistent system use.
- Support alignment between system practices and reporting requirements.
7) Documentation & Process Implementation Support
- Develop and maintain documentation for system workflows and operational procedures.
- Ensure documentation reflects current configuration and Court-defined processes.
- Support standardization of system use across the Court.
8) Training and User Support
- Provide guidance to staff on system workflows and best practices.
- Support implementation of system changes through structured communication and training.
- Reinforce consistent system use aligned with Court procedures.
9) Continuous Improvement & Special Projects
- Identify opportunities to improve system functionality and workflow alignment.
- Recommend configuration and workflow adjustments to better align with Court processes.
- Participate in Court initiatives involving system enhancements and process improvements.
10) Operational Systems and Process Integration
- Support operational processes that rely on or intersect with Court technology systems.
- Ensure system functionality aligns with real-world Court processes across departments.
- Identify gaps between system capability and operational needs and implement configuration and workflow adjustments to resolve them.
- Support coordination of integrations and process flow between Court systems and operational functions.
QUALIFICATIONS AND REQUIREMENTS
1) Education and Experience
- Bachelor’s degree in public administration, business administration, computer science, or a related field, or equivalent experience.
- Experience working with case management systems or complex operational systems preferred.
- Experience in court operations, government, or similar environment strongly preferred.
2) Knowledge and Skills
- a) Strong understanding of workflow design and operational processes.
- Ability to analyze processes and implement practical improvements.
- Ability to learn and effectively utilize case management systems and related platforms.
- Proficiency in Microsoft Office applications.
3) Organizational and Analytical Ability
- Strong attention to detail and commitment to accuracy.
- Ability to manage multiple priorities and projects simultaneously.
- Ability to evaluate processes and recommend improvements.
4) Communication and Interpersonal Skills
- Strong written and verbal communication skills.
- Ability to interact professionally with Judges, Magistrates, court staff, vendors, and external partners.
- Ability to clearly explain system workflows and processes to non-technical users.
5) Professionalism and Confidentiality
- Ability to maintain confidentiality and handle sensitive information in accordance with Court policies and applicable law.
- Ability to exercise sound judgment, discretion, and initiative.
OPERATIONAL FLEXIBILITY
Court systems, workflows, and operational needs may evolve over time. The duties of this position may be adjusted to reflect changes in system functionality, configuration, vendor capabilities, or operational priorities.
The qualifications listed above are guidelines. Equivalent combinations of education and experience may be considered sufficient to demonstrate the ability to perform the essential duties of the position.
AT-WILL EMPLOYMENT
The individual holding this position is an at-will employee and serves at the pleasure of the Court. This position is not within the classified civil service system and is not part of a bargaining unit.
