Environmental Health Office Manager/Deputy Registrar
Under the direction of the Portsmouth City Health Department’s Environmental Health Director, the Environmental Health Office Manager is responsible for coordinating and managing administrative office operations for the Environmental Health Division. This includes ensuring office procedures and workflows are efficient and organized; maintaining correspondence, records, and filing/logging systems; and ensuring public requests and complaints are documented, routed, and addressed in a timely and professional manner.
The position oversees the licensing and application processes for all Environmental Health programs, including maintaining inspection schedules, processing licenses and permits, managing related records, and supporting compliance with applicable regulations and reporting requirements. The Environmental Health Office Manager is also responsible for financial and fiscal support functions for the division, including fee collection, deposits, revenue tracking, and required financial documentation.
In addition, this position oversees Portsmouth City Health Department inventory management, including tracking, logging, reporting, and maintaining departmental assets and supplies. As Deputy Registrar, the incumbent assists the Registrar as needed and performs Registrar duties in the Registrar’s absence.
The Environmental Health Office Manager carries out all duties in a manner that supports the Portsmouth City Health Department’s mission, values, strategic priorities, and commitment to public service.
Minimum Qualifications:
- Must have a high school diploma or equivalent. Associate degree or coursework in business administration, public administration, public health, environmental health, accounting, office management, or a related field preferred.
- Valid driver’s license required
- Demonstrates effective customer service, communication, and interpersonal skills with the ability to interact professionally with staff, community members, contractors, partner agencies, and the general public.
- Demonstrates proficiency in administrative office operations, including data entry, records management, document preparation, filing systems, scheduling, and the use of computers and standard office technology such as email, scanners, spreadsheets, and database systems.
Position requires the ability to manage multiple assignments, respond to interruptions, and maintain productivity in a fast-paced administrative setting.
