Finance analyst program administrator

Major Responsibilities & Duties:
On behalf of the Office of Budget & School Funding – Financial Analysis and Oversight, facilitates policy development and implementation, monitoring, technical assistance, and consultation for Local Education Agencies (LEAs) on school finance activities:
- Serves as point of contact for school district bond approvals, financial analysis, and fiscal oversight issues;
- Administers, monitors and reports on status of financial forecast examination and the fiscal oversight process and makes recommendations to office leadership and fiscal consultants;
- Analyzes school financial information (e.g., historical financials, financial forecast, financial audits, bond related applications);
- Assists with creation of policies regarding analysis of school financial information (e.g., financial forecast data requirements, required documentation for bond application approval, deadlines for receipt of information, requirements for obtaining funds);
- Reviews school laws; interprets and applies changes to school finance policies;
- Develops and implements processes and procedures surrounding financial analysis and examination requirements;
- Collaborates with agency staff (e.g., legal, data managers, EMIS, and internal application and Power BI Software developers) to validate submissions, standardize processes, analyze applications and data;
- Collaborates with external entities (e.g., school administrators, other state agencies, bond counsels) to ensure timely and accurate submission of bond-related applications and financial reporting requirements ;
- Creates, interprets, maintains and issues financial analysis, fiscal oversight reports, and notifications to LEAs.
Manages and supports the agency process for approving requirements and requests for bond financing:
- Reviews requests for bond-related approvals to determine the financial impact and makes recommendations;
- Ensures requests are compliant with applicable statutes, policies and requirements and recommends approval;
- Works with bond counsel, school treasurer and the Office of Chief Legal Counsel to resolve any concerns to obtain agency approval;
- Develops and maintains bond financing applications;
- Communicates with internal and external stakeholders regarding the status of requests and creates official approval documents.
On behalf of the Office of Budget & School Funding - Financial Analysis and Commissions:
- Develops and updates training materials, internal compliance systems, analytical materials, submission applications, and website content including accessibility requirements;
- Collaborates with other agencies (e.g., Office of Budget and Management, Department of Taxation, Auditor of State);
- Creates and delivers presentations to internal and external audiences;
- Maintains all FAO office records in accordance with office retention schedules (e.g., fiscal oversight process, bond-related processes).

4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.
- Or completion of undergraduate core program in business administration, management science or public administration; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.
- Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.
- Or 1 yr. exp. as Program Administrator 1, 63122.
- Or equivalent of Minimum Class Qualifications For Employment noted above
Preferred Qualifications:
Undergraduate degree (e.g., business administration, accounting, finance) and 2 years of experience performing any combination of the following:
- Managing business best practices & initiatives (i.e., bond administration, financial resource allocation)
- Facilitating and/or managing work groups
- Project management
- Strong relationship building skills including superb communication skills at all levels of an organization and with customers/partners via multiple medium
- Experience managing resources to achieve program outcomes
- Development of tools and technical assistance related to program operations
- Excellent interpersonal, networking and team-building skills
