Job summary

The Policy and Advocacy Strategist will advise the organization regarding policy and advocacy to improve outcomes for children and youth in foster and residential care in Ohio. This role involves analyzing state and federal policies, building relationships with key stakeholders, and advocating for systemic changes that align with the organization's mission and the best interests of children and families. This role will possess a strong understanding of the Ohio legislative process and child welfare system, excellent communication skills, and a commitment to protecting vulnerable youth.

Essential duties and responsibilities

Policy analysis and development

  • Track, analyze, and synthesize legislative and budgetary updates from the Ohio General Assembly and relevant state departments (e.g., Department of Job and Family Services, Department of Mental Health and Addiction Services).
  • Assess the impact of proposed and existing state and federal policies on residential children's centers and the youth they serve.
  • Conduct policy research on issues affecting residential care, such as best practices, funding models, and trauma-informed approaches.
  • Develop evidence-based policy briefs, position papers, and issue summaries to inform organizational strategy and public messaging.

Legislative and administrative advocacy

  • Represent the organization in meetings with legislative members, state agency officials, and staff to advocate for policy priorities.
  • Prepare and deliver testimony at legislative hearings, committee meetings, and regulatory workgroups.
  • Lead or participate in state-level coalitions and alliances focused on child welfare, youth services, and behavioral health.
  • Mobilize and educate internal staff, stakeholders, and community partners on key policy issues and advocacy campaigns.

Strategic communications and engagement

  • Draft content for a variety of external communication channels, including action alerts, press releases, newsletters, social media, and the organization's website.
  • Help manage and implement an integrated communications plan to advance policy goals and increase organizational visibility.
  • Organize and support public-facing events, such as legislative briefings, advocacy days, and public policy forums.

Community relations and collaboration

  • Build and maintain relationships with community partners, advocacy groups, and other children's service agencies throughout Ohio.
  • Serve as a resource for internal teams and external partners on policy and legislative matters.

Qualifications

  • Education: A Bachelor's degree in social work, public policy, political science, or a related field is required. A Master's degree or J.D. is preferred.
  • Experience: A minimum of 3-5 years of experience in policy analysis, government relations, or advocacy, with a focus on child welfare, youth services, or a related public sector field.
  • Knowledge:
    • Strong understanding of the Ohio legislative process, state budget, and relevant administrative agencies.
    • Familiarity with policies and best practices related to children's residential care, behavioral health, and trauma-informed care.
  • Skills:
    • Excellent written and verbal communication skills, with the ability to prepare complex reports and speak publicly to diverse audiences.
    • Proven ability to conduct effective policy research and data analysis.
    • Strong interpersonal and relationship-building skills for working with diverse stakeholders.
    • Exceptional organizational skills and the ability to manage multiple projects and meet tight deadlines.

  • Valid Ohio Driver's License and access to reliable transportation.
