DISTINGUISHING JOB CHARACTERISTICS

The role of the Fiscal Coordinator is both challenging and exciting. To achieve the responsibilities of the Fiscal Coordinator you must possess and demonstrate:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Maintain financial and statistical records by posting transactions to journals and ledgers (manual and
computer), adjust accounts according to established procedures; review and reconcile accounting data.
  • Compile and prepare established periodic and ad hoc accounting and statistical reports.
  • Prepare accounting system documents (e.g. vouchers, encumbrances, warrants, transfers, and checks) for
approval and distribution (manual and computer).
  • Process purchase orders, invoices, vendor records, and expense forms as directed and in accordance with
trial court financial policies and procedures and utilizing manual and automated accounting systems.
  • Conduct regularly scheduled and year-end closing of account ledgers and books as directed.
  • Prepare ledger entries, original entries, reconciliations, and trial balances.
  • Computes obligations, collects, and verifies supporting documentation and approvals for payables.
  • Compute accounts receivables, calculate assessments, prepares collection letters, track status and transfers
receivables to collection services in accordance with local policies and procedures.
  • Receive revenue payments and maintain accurate records of monies received.
  • Provide assistance in writing grants for additional funding.
  • Prepare fiscal reports for all grants.
  • Provide annual inventory reports for designated area.

  • Provide assistance with indigent attorney billing and payment.
  • Point of contact for Gov Deals.
  • Point of contact for ordering supplies and equipment.
  • Answer financial inquiries from the public or court staff.
  • Perform clerical functions.
  • Supervise and train other clerical staff.

WORKING CONDITIONS/CONDUCT

  • Will work inside office or other areas assigned by the Appointing Authority.
  • Will make multiple trips to the Administration Building via walking or by vehicle.
  • Employee shall abide by all rules and regulations in the Personnel Policy Manual.
  • Employee must not contribute to or create a hostile work environment; employee must refrain from gossip
or harassment of another employee; employee shall not engage in any activity that unreasonably interferes with the performance of any other employee, such as sexual harassment, unlawful discrimination, or any other behavior that unduly demeans or intimidates another employee.
  • An essential function of this position, the employee must be able to handle high levels of stress satisfactorily
and be congenial with other employees, judicial officers, supervisors, subordinates, outside contractors, and other agency personnel.
  • Sit for extended periods of time; frequently stand and walk or otherwise move within the court; normal
manual dexterity and eye-hand coordination; corrected vision to normal range, vision demands include close, detailed vision when operating the computer, with the ability to adjust focus for close work; verbal communication; use office equipment, including but not limited to computers, telephones, scanners, calculators, copiers and fax machines.
  • Tolerate exposure to defendants and other members of the public who may potentially be verbally or
physically abusive; allergens, such as perfumes and dust; unpleasant odors, such as unwashed clothing and people; exposure to blood, bodily fluids and tissue.
  • Complete annual Common Pleas Court required training hours.
  • Must be clean and neat with acceptable hygiene standards and must adhere to dress code policy.
  • Must be punctual and maintain an excellent attendance record.

  • Prepare financial statistical reports.
  • Understand, explain, and apply office and fiscal procedures and practices in various fiscal work areas.

  • Knowledge of and ability to use Word and Excel and job related software. Must possess ability/willingness to
be trained on other software packages.

  • General governmental accounting and bookkeeping principles and procedures.
  • Methods, practices and terminology of financial record-keeping.
  • Intermediate spreadsheet software applications such as Excel.
  • Financial statistical reports and general ledge.

  • Methods of compiling, computing, and presenting basic statistical information.
  • Methods of locating and verifying information.
  • Principles and techniques of effective oral and written communication.
  • Basic public relations techniques.
  • Basic knowledge of bookkeeping procedures and approved standards for accounting practices and
procedures.
  • Modern office practices, procedures, and equipment.
  • Microsoft Word, Excel, and financial recordkeeping software.
  • Policies, procedures, documents, and terminology affecting assigned functions.

CONFIDENTIAL DATA

  • Must maintain confidentiality; will have access to and must maintain confidential information regarding court
matters and offenders.

EQUIPMENT OPERATED

  • A Fiscal Coordinator must be capable of operating a personal computer, 10-key calculator, facsimile machine,
photocopier, postage machine, multi-line telephone system, and miscellaneous office equipment and accessories customarily used in an office environment.

TYPICAL PHYSICAL REQUIREMENTS

  • Ability to use a personal computer and its peripherals including keyboarding, mouse, and monitor use for
extended periods of time.
  • Ability to grasp and manipulate files.
  • Frequent hand and/or wrist motion.
  • Frequently reaching at or above shoulder level.
  • Ability to sit for extended periods of time; frequently stand and walk or otherwise move within the court or
other county buildings.

  • Court Administrator or Director of Court Services.

QUALIFICATIONS

  • Associate Degree in Accounting (or a closely related field) or one year of bookkeeping or general accounting
experience, or equivalent combination of training, education and experience that would provide the required knowledge and abilities.
  • Must be twenty-one [21] years of age at the time of appointment (any misdemeanor criminal convictions will
be reviewed on individual basis, no felony convictions).
  • Must possess a valid driver's license (driving infractions will be reviewed on an individual basis).
  • Must be detail oriented with demonstrated computer skills.
  • Prefer Associate Degree in Accounting or a closely related field or one year of bookkeeping or general
accounting experience, or equivalent combination of training, education and experience that would provide the required knowledge and abilities.
  • Must demonstrate tact and professionalism in working with people.
  • The successful applicant must undergo a background investigation and drug testing.
