Serves As Agency Human Resources Business Partner And Administers Variety Of Employment Services Programs And Special Projects For Assigned Centers And/or Offices

  • Consults with employees, managers and supervisors on all aspects of employment services (e.g., recruitment, selection, onboarding).
  • Oversees hiring activity (e.g., reviews/approves position descriptions and directs posting, screening, interviewing, selection, onboarding processes).
  • Collaborates with the HR team and customers to manage the recruitment program (including identifying job fair opportunities, researching recruitment opportunities with colleges/universities and organizations, and partnering with the Labor and Employee Relations manager to meet diversity and inclusion goals).
  • Conducts job analyses, as necessary, in order to properly classify positions and develop content-valid assessment tools.
  • Interprets and applies laws, rules and regulations relating to human resources processes (e.g., Ohio Revised Code, collective bargaining agreements, Diversity and Inclusion goals, Americans with Disabilities Act, Fair Labor Standards Act).
  • Performs various personnel activities and prepares associated paperwork (e.g., prepares research and proposal for advanced step requests, prepares justifications for staffing requests, serves as point of contact for class plan revisions).


Performs Other Human Resources Sub-programs

  • Prepares, reviews and approves Electronic Personnel Action Requests (ePARs), in accordance with HRD guidelines.
  • Assists with agency reorganization plans (e.g., drafts table of organization changes, reviews compensation equity, reviews class structure, ensures compliance with state classification plan).
  • Provides assistance and analysis to managers in workforce planning.
  • Facilitates knowledge transfer for key and/or exiting staff.
  • Advises managers and provides technical assistance on ePerformance system.
  • Performs data management for assigned centers and offices (e.g., analyzes employment trends and attrition rates; maintains and updates personnel ceiling information; maintains vacancy data.
  • Participates in revision of human resources operating procedures.


Performs Other Related Duties As Assigned

  • Provides assistance and support for payroll and benefits.
  • Works with Labor and Employee Relations Manager on labor issues (e.g., conducts and/or participates in administrative investigations and prepares reports, handles grievance activity, attends hearings).
  • Maintains human resources records and files.
  • Conducts research, completes special projects and establishes priorities.
  • Advises managers on organizational policy matters.
  • Attends conferences, trainings, planning sessions, and meetings.


The work location of this position is 25 South Front Street, Columbus, Ohio 43215. You will be required to report to this work location full-time, if selected.

If this position is filled with an internal employee who has an approved telework agreement, the employee may be required to report in-person during the initial training period.

Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.

  • Or 3 yrs. exp. in human resources.
  • Or 1 yr. exp. as Human Capital Management Analyst, 64612.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
