Position Summary

The Construction Manager at-Risk (CMR) is responsible for overseeing construction projects to ensure they are completed safely, on time, within budget, and in compliance with contract requirements. The CMR serves as the primary liaison between the Government, contractors, and stakeholders, providing expert guidance in project coordination, construction oversight, documentation, and quality assurance.

Essential Duties and Responsibilities

  • Manage construction projects from pre-construction through project closeout.
  • Coordinate project activities, documentation, and communication among all parties.
  • Ensure compliance with contract documents, applicable building codes, safety regulations, and industry standards.
  • Conduct inspections, verify construction work, and review as-constructed markup drawings.
  • Evaluate and review payment invoices, cost estimates, and proposals.
  • Lead and facilitate progress meetings, general meetings, and project reviews.
  • Document scope changes, differing site conditions, and technical negotiations with contractors.
  • Monitor project schedules and assess contractor performance relative to milestones.
  • Maintain ethical practices, confidentiality of sensitive information, and clear identification as a contractor.


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Minimum 5 years of relevant construction and/or engineering experience , demonstrating knowledge in:
  • Construction management
  • Project coordination, documentation, and communication
  • Applying and ensuring compliance with contract documents
  • Inspection and verification of construction work
  • Reviewing as-constructed markup drawings
  • Reviewing payment invoices
  • Leading progress meetings and general project meetings
  • Must have Real ID or Passport in order to undergo commercial airfare travel
  • Must have valid driver's license
  • Must provide three professional references from relevant past projects

Preferred Education, Experience, and Technical Skills

  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or a related field from an accredited institution.
  • Completion of OSHA 30-hour Construction Safety Training .
  • Professional certifications such as Project Management Professional (PMP) or Certified Construction Manager (CCM) are preferred.
  • Continuing education in construction practices, building codes, and historic preservation is desirable.
  • Ability to read, interpret, and apply construction contract plans and specifications .
  • Experience in concrete repair, building renovation, and historic preservation .
  • Proficiency with construction management and productivity software, including:
    • MS Teams, MS Word, MS Excel, Adobe Acrobat
    • ProjectTeam, Primavera, MS Project
    • Other relevant software for document creation, sharing, and project tracking
  • Ability to evaluate cost estimates, proposals, and construction schedules , including labor, equipment, materials, overhead, and profit.
  • Experience documenting scope changes, differing site conditions, and technical negotiations.
  • Ability to review and verify payment requests against project progress and services received.


Work Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
