Job Summary

The Northeast Ohio Coalition for the Homeless (NEOCH) is seeking applicants for its full-time Street Outreach Director position. NEOCH is a 501(c)(3) nonprofit with a mission to eliminate the root causes of homelessness while loving our diverse community through organizing, advocacy, education, and street outreach. The Street Outreach Director will lead, and coordinate outreach efforts aimed at assisting unsheltered individuals and connecting them with vital resources and services. They are responsible for overseeing outreach teams, developing outreach strategies, and fostering partnerships with community organizations to address the needs of unhoused people.

Supervisory Responsibilities:

Oversees the Street Outreach, LGBTQ+ Youth Navigation, and Home for Every Neighbor teams, providing leadership, support, and coordination to ensure effective outreach and alignment with organizational goals.

Hours:

As part of NEOCH’s commitment to employee well-being and work-life balance, team members have the flexibility to set their own work hours within the timeframe of 8:00 a.m. to 6:00 p.m.

Key Responsibilities (including but not limited to):

Strategy & Evaluation

  • Develop and implement outreach strategies to reach all unsheltered individuals within Cuyahoga County; prioritize trauma-informed, anti-racist, and person-centered approaches.
  • Evaluate and adjust existing program strategies (i.e. street outreach, housing clinics, housing navigation, etc.) based on community needs, data, and feedback.
  • Collaborate with the Development Director on securing and sustaining funding opportunities aligned with our programmatic goals.
  • Manage program budgets and ensure alignment with grant requirements.
  • Oversee and manage up-to-date data and program summary reporting in partnership with the Street Outreach Field Manager and partnering organizations.
  • Prepare timely reports on trends, outcomes, and challenges.
  • Use data to drive decision-making, improve services, and evaluate impact.

Team Leadership

  • Recruit, hire, train, and supervise outreach staff and volunteers, providing leadership, support and coordination to ensure effective outreach and alignment with organizational goals.
  • Provide ongoing coaching, support, and mentorship to help team members grow and thrive in their roles; oversee staff performance and professional development plans.
  • Cultivate a collaborative, mission-aligned team culture that centers the dignity of the people we serve.
  • Oversee the Outreach Training and Social Work Intern programs to enhance learning opportunities and professional development of students and people with lived experience.

Program Operations

  • Ensure accurate documentation of outreach activities, client interactions, and referrals.
  • Maintain strong communication between outreach teams, service providers, and stakeholders across the Continuum of Care to ensure continuity of care; address system gaps where needed
  • Oversee the coordination and growth of Moore Love, NEOCH’s volunteer-driven outreach programming, to reduce stigma and involve the broader community.
  • Provide guidance on complex participant cases and ensure successful service connections.
  • Uphold participant rights and advocate for access to housing, healthcare, and support systems.

Partnership Development

  • Oversee and facilitate the Cleveland Street Outreach Collaborative, including monthly meetings with the Leader’s group to connect organizations with relevant community resources, to one another, and to the mission to end homelessness in Cuyahoga County.
  • Build and maintain relationships with unhoused individuals and community partners.
  • Foster cross-sector partnerships with government, nonprofits, faith-based groups, and health systems; provide Homelessness 101 trainings to advance awareness and collaborative solutions.
  • Represent NEOCH at community events, forums, and meetings as needed.

Qualifications:

  • Seven years of experience working in homeless services or a master’s degree in social work, psychology, public health, or a related field.
  • Previous experience in homeless outreach, social services, or community organizing.
  • Proven experience working with the public, and developing and maintaining excellent relationships
  • Experience with Microsoft Suite, data entry and documentation
  • Excellent oral, written, and organizational skills with attention to detail
  • Training in trauma-informed care, conflict resolution, and harm reduction models.
  • Ability to work flexible hours in times of need, including weekends and evenings
  • Awareness of and adherence to strict boundaries and professional ethics in the care of others
  • Belief in the principles of self-determination, social justice, and equity
  • Bilingual in English/Spanish preferred
  • Needs to have reliable transportation

While performing the duties of this position, the employee is regularly required to talk and hear. The employee frequently is required to use hands or fingers, handle, or feel objects, tools or controls. The employee is occasionally required to stand, walk, sit, reach with hands and arms, climb or balance, stoop, kneel, crouch, and / or crawl.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

The noise level in the work environment is usually moderate. While performing the duties of this position, the employee travels by automobile and is exposed to changing weather conditions.

This position requires the employee to work with a diverse population, therefore, there may be exposure to potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance.

Compensation: Salary: $65,000.00
