Software Development Specialist 3 Position Overview
Opportunities for Ohioans with Disabilities (OOD) is seeking a Software Development Specialist 3 to join our IT Support Program Management team. This role offers an exciting opportunity to build and improve applications that help Ohioans with disabilities achieve employment and independence. As part of our development team, you will create secure, reliable tools that support OOD staff, partners, and the individuals we serve.
In this position, you will design, develop, and implement software applications in a .NET environment by turning business needs into functional, well‑structured code. Your responsibilities will include debugging issues, building proof‑of‑concept solutions, conducting sandbox testing, and applying secure coding practices that protect OOD’s data.
A key part of the role involves maintaining and enhancing existing systems. You will document system architecture, APIs, and code practices; analyze root causes of defects; update reports and system processes; and guide team members in support and troubleshooting. You will help ensure stable production operations and apply continuous improvement practices to keep systems efficient and responsive. You will also support OOD’s development lifecycle by integrating code, maintaining CI/CD pipelines, and preparing technical documentation that strengthens traceability and compliance. Additional responsibilities include writing SQL queries, designing database structures, generating data reports, and supporting Azure‑based automation of batch processes.
Success in this role requires a strong understanding of business processes and modern development technologies such as Python, JavaScript frameworks, strong reasoning skills, the ability to process and organize information, clear communication, and the ability to build positive working relationships. Candidates should also be comfortable documenting their work, preparing accurate reports, analyzing data, and supporting continuous improvement efforts.

The Division of Information Technology (IT) supports OOD's mission by engaging with our partners to provide solutions that solve business needs. Our services include strategic planning, project management, business requirements gathering, development, quality assurance testing, help desk support, security, database design and implementation, systems support and operations.
Pay Information
Starting salary will be step 1, subject to law or union contract requirements. New hires advance to the next step in the range after 6 months and annually thereafter. There are cost of living increases to these rates each year and additional longevity supplements begin after 5 years. Location Requirements
Our roles are primarily in-office to encourage collaboration and connection, however some locations may have adjusted on-site requirements based on space availability at this time. Reporting details will be provided by the supervisor before the start date. Employees must reside at a location that allows for reasonable response time to workplace reporting requirements.

Qualifications
60 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months' work experience in the primary technology as specified by the agency position description and job posting.
- Or completion of associate core program in computer science or information systems and 42 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months' work experience in the primary technology as specified by the agency position description and job posting.
- Or completion of undergraduate core program in computer science or information systems and 36 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in the primary technology as specified by the agency position description and job posting.
- Or equivalent of minimum class qualifications for employment noted above.
