Sanitation & Recycle Operator
Definition
This is skilled work in the operation of various packer trucks utilizing mechanical arms and automated lifts.
An employee in this class is responsible for the basic preventative maintenance to and the operation of equipment requiring highly skilled manipulation of controls and attachments in maneuvering for safe and efficient special purpose operation.
Works under general supervision on routine or repetitive assignments.
Characteristic Work
Collects trash and recyclables separately from City container with automated mechanical arm of packer truck. Collects trash and recyclables separately using the rear load packer truck's semi-automated mechanical device (cart tipper). Collects trash at court ordered evictions, assigned routes, special assessments, special need (medical exemption) customers, city facilities, and special events. Performs pre-trip and post-trip vehicle inspections and washes/cleans sanitation trucks. Notifies supervision on any problems related to assigned routes, house accounts, customers, accidents, injuries, emergencies, equipment issues, or co-worker issues. Drives packer to transfer station or landfill to weigh and dump trash. Visually confirms truck is empty of debris and tailgate is locked/secured. Drives recycle truck to recycle processing center to weigh and dump recyclables in designated area. Backs truck into dead end alleys and streets for trash and recycle collection. Adheres to all City and Departmental policies, procedures, rules and regulations. Learns and follows City and Departmental procedures and safety practices. Performs related work as required.
Minimum Qualifications
A minimum of one year of paid experience in the operation of automated packer trucks and/or related equipment. Successful completion of the City of Akron's Automated Packer Driving program may substitute for six months of the required paid experience. Possession of a valid State of Ohio class B commercial driver's license with no air brake restriction.
Knowledge of State of Ohio traffic laws and regulations. Knowledge of the operation and maintenance of automated packers and/or related equipment. Knowledge of Sanitation division work rules and procedures. Knowledge of safety procedures related to the collection of solid waste and recyclables.
Skill in the driving and handling of an automated packer truck. Ability to drive for periods of up to 8 hours. Ability to read and follow maps. Ability to understand and follow written and oral instructions. Ability to communicate in an effective manner. Ability to complete required log sheets and related forms. Ability to perform a variety of manual tasks. Ability to lift and carry up to 50 pounds. Ability to maintain effective working relationships with others. Ability to safely operate an automated packer truck and/or related equipment. List of essential job functions available upon request.
Competitive Examination Process
This is a classified position.
The selection process will consist of a competitive examination, which may include a written test and a performance test, with credit for experience. A passing score must be obtained on the written test in order to participate in the performance test. A passing score must be obtained on the competitive examination in order to receive credit for experience. TEST WEIGHTS: Competitive Examination 90%, Experience 10%.
Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.
NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 90% for qualifying and 10% for experience.
Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.
RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
COMMERCIAL DRIVER'S LICENSE: An applicant having a valid commercial driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Commercial Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
