Position: Technical Preservation Services (TPS) Manager
Department: State Historic Preservation Office, Columbus, OH
Status: Full time, temporary
Expected Duration: 2 years
Salary: $53,000-62,400/year

Position Summary:
Responsible for reviewing federal Rehabilitation Investment Tax Credit and Ohio Historic Preservation Tax Credit projects, providing technical preservation information and delivering lectures and other presentations on historic rehabilitation techniques to the public, and managing special programs and projects as assigned. Includes conducting preliminary meetings with applicants, consultants and architects, and conducting completeness reviews and substantive reviews of project applications. Manages program tracking database and paper files and assists the staff, the public and agencies in addressing queries, providing data and generating reports from various data sources.
Essential Duties and Responsibilities
- Conduct detailed reviews of rehabilitation projects seeking federal rehabilitation investment Tax Credits and Ohio Historic Preservation Tax Credits. May include site visits to applicant projects.
- Provide technical preservation (building conservation) information, such as appropriate preservation techniques and reference materials to program applicants and the public.
- Conduct preliminary discussions and meetings with potential applicants for Tax Credits.
- Deliver "Building Doctor Program" technical lectures and other presentations. Includes travel to historic buildings to advise owners and others on preservation matters.
- Assist in development and implementation of technical preservation education and assistance materials including written materials, workshops, conferences and training sessions.
- Other duties as assigned.
Education & Experience:
Graduate degree in historic preservation, historic architecture, architecture, architectural history, historic preservation planning, history, or a closely related field and must meet the professional qualifications standards in 36 CFR 61, Appendix A. Familiarity with the Secretary of the Interior's Standards and their application and national historic preservation laws, regulations and guidelines.
Desired Skills & Experience
- Familiarity with Secretary of the Interior's Standards and Guidelines for Archaeology and Historic Preservation for the Treatment of Historic Properties and ability to apply Secretary of the Interior's Standards for Rehabilitation in the review of historic tax credit projects.
- Ability to review, understand, and interpret a variety of technical data, such as architectural and engineering drawings, primary and secondary research sources, and maps
- Ability to exercise independent management of review responsibilities, prioritize work and meet multiple deadlines
- Proven experience in taking a program and/or project from concept to completion
- Able to use project management processes
- Able to create evaluations and use evaluation data for program improvement
- Ability to communicate with staff and the public, both orally and in writing, and on behalf of a program
- Excellent presentation skills.
- Ability to consider expenses and revenues in developing and managing program budgets
- Proficiency in various office software suites and virtual platforms, including Microsoft 365.
- Effective organizational skills, including attention to detail, prioritizing and managing multiple tasks for yourself, and being accountable to the organization for said tasks.

Work Environment:
Normal office environment. Occasional evening or weekend work. Work may be stressful at times. Work may involve public speaking, attendance at public meetings and site visits. Involves frequent contact with staff and the public.
