Summary:
The Veterans Services Officer (VSO) serves as an advocate and resource for veterans, dependents, and survivors, providing assistance with federal, state, and local veterans benefits and services. The VSO assists in the navigation benefits, preparing and submitting claims, and appeals. Maintains accurate case records, and ensures compliance with applicable laws, regulations, and accreditation standards. This position requires the ability to exercise sound judgment, maintain confidentiality, communicate effectively with diverse populations, and obtain or maintain required accreditation and training as a condition of employment.


Essential Responsibilities & Duties:
Provides counseling to veterans and their dependents about benefits in person, by email, and by telephone.


Assists veterans, widows and dependents in areas including but not limited to:


Serving as a liaison between veterans local, state, and federal veterans service agencies.


Reviewing and evaluating correspondence, medical records, and supporting documentation related to claims and appeals.


Maintaining accurate records, logs of client contacts, and documentation of claims submitted. Including updating and manages databases and tracking systems related to veteran claims and case activity.


Completes applications for federal, state and local benefits such as pension, disability compensation, VA healthcare enrollment, scholarships, education, survivor benefits, specialized license plates, property tax exclusions, and burial benefits.


Releases documents with personal identifying information (PII) and personal health information (PHI) in accordance with HIPPA, federal, state, and Veterans Benefit Administration regulations regarding privacy and standard operating procedures.


Establishes and maintains a variety of files, filing and retrieving information as requested, or otherwise necessary.


Attends and participates in various veterans organizations; performs community outreach, public awareness education, and public speaking.


Maintains current knowledge of constantly changing laws, regulations and procedures that affect veterans' benefits.

Education & Experience:
High school diploma or GED and 2 years of experience in veterans service work, working in a VA office, public administration work, or related field in dealing with veterans benefits.


Knowledge, Skills, and Abilities:
Knowledge of HIPPA, privacy laws, federal and state policies, procedures, and regulations pertaining to the various veterans service programs.


Ability to exercise judgment and discretion in applying and interpreting federal and state policies relating to veterans and departmental guidelines.


Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions.


Ability to establish and maintain effective working relationships with staff, County officials, veterans and their dependents, a variety of social services agencies, and employees.


Requires favorable interpersonal/customer service skills, and experience working with computers, computer systems, and Microsoft Office software packages.


Experience communicating effectively orally and in writing.


Licenses & Certifications:
Valid drivers license and insurable drivers record. (VSO-Accreditation)


Possession of North Carolina Division of Military & Veterans Affairs and/or National Association of County Veterans Service Officers certification as a Veteran Services Officer or must obtain within 12 months of employment.

Frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force.


Frequent standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions.


Work has standard vision requirements.


Vocal communication is required for expressing or exchanging ideas by means of the spoken word and hearing is required to perceive information at normal spoken word levels.


Work requires preparing and analyzing written or computer data.


The position will also include some travel, overnight stays, holidays and weekends.


Work Location:
This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.
