About Us
We proudly serve 38,000 residents located in Liberty Township and the City of Powell. Our township is
33 square miles located in southwestern Delaware County. We are a part of the greater Columbus
metropolitan area and home to the largest zoo in the US, the Columbus Zoo and Aquarium, along with the
largest waterpark in the Midwest, Zoombezi Bay. Both attractions bring two million visitors every year to
our township. Several large businesses and corporate headquarters are located within the Township
including a new 5-story Ohio State University medical center.
The township is governed by an elected Board of Trustees and an elected Fiscal Officer . Day-to-day
operations are managed by a trustee-appointed professional administrator and professional fire
chief. Located within the second fastest growing county in Ohio, we have seen our population
increase by 36% over the past decade, with new developments constantly under construction .
Our Fire Department has been accredited by the Commission on Fire Accreditation International
since 2022 and we have an ISO rating of 2.

The Position
The Community Care & Risk Reduction Specialist supports community health and safety by reducing emergency
demand, delivering mobile healthcare services, and connecting at‑risk residents with appropriate resources. The
role combines community paramedicine, public education, and data‑driven risk reduction to improve outcomes for
high-risk individuals and support departmental prevention initiatives.
This position leads outreach efforts, provides in‑home assessments and follow‑up care, develops safety education,
and collaborates with healthcare and social service partners. The ideal candidate is an experienced
firefighter/paramedic with strong communication, clinical decision‑making, data and document management, and
community‑relation skills, capable of working independently in both office and field environments.
Further responsibilities include supporting emergency operations by providing on-scene consultation,
coordinating follow-up resources, and assisting EMS with in-home assessments, data-driven
risk-reduction efforts, and program documentation. Additionally, the role leads community education
and outreach, collaborates with healthcare and social-service partners, supports training and
administrative tasks, and contributes to program development, communications, and interagency
initiatives.
Successful Candidate
The township Community Care & Risk Reduction Specialist is skilled at interpersonal and human
relations; written and verbal communication; a problem solver; manage time efficiently and effectively
related to oneself.
The ideal candidate possesses knowledge of EMS protocols, public health principles, chronic disease
processes, community healthcare systems, computer systems and records management software.
The next Community Care & Risk Reduction Specialist has the ability to analyze community risk and
incident data, develop and manage prevention programs, educate the public on fire and life safety,
conduct risk assessments and home safety checks, and apply knowledge of fire prevention, emergency
services, and safety regulations to reduce injuries, deaths, and property loss. This position must also
demonstrate strong communication, public speaking, and community outreach skills; collaborate with
public health agencies, schools, hospitals, and social services; work effectively with fire department
personnel while maintaining professionalism, cultural competence, and strong organizational abilities.
Qualifications
Minimum requirements:
• High school diploma, GED, or equivalent
- Three (3) years of experience at a fire department
- Valid State of Ohio driver’s License with a good driving record
- EMT-Paramedic certification with three (3) years of experience
- State of Ohio Firefighter Level II
- NIMS ICS 100, 200, 700, and 800 certifications
- Satisfactory completion of pre-employment physical and background
Preferred Qualifications
- Experience with data analysis and risk reduction strategies
- Community Paramedicine certification or MIH-related coursework
- Experience in public health, social services, case management, education, or crisis intervention (CIT
training)
- Instructor certifications, including CPR, Stop-the-Bleed, CE educator, or Fire & Life Safety educator

Compensation & Benefits
The Community Care & Risk Reduction Specialist position is a member of the IAFF Local 3754 collection
bargaining unit. This position is a non-exempt position with excellent pay and benefits package. Benefits
include a High-Deductible Healthcare Plan (HDHP) accompanied with a Health Savings Account (HS A),
Dental and Vision coverage, and Life / Accidental Death & Dismemberment (AD&D) insurance – all funded
by the Township.
The position is eligible for the Township’s fitness bonus, longevity, and tuition reimbursement programs.
Township offers plentiful paid time off benefits including Vacation, Holiday, Sick Leave, and
Compensatory time off.
Additionally, the Township offers supplemental voluntary accident insurance, disability insurance,
cancer insurance, and hospital indemnity insurance . Plus, the option of contributing to either or both
traditional and Roth 457 plans. This position qualifies for the Ohio Police & Fire Pension Fund.

Selection Process
Candidates meeting the position’s qualifications and the Township’s requirements will be invited to a
face-to-face panel interview with a selection of the Township’s leadership team in the week of May 11th
or May 18th.
It is anticipated to present a resolution to appoint to the board of trustees at the June 8th meeting, with
an initial start date of June 29th.
The above is a tentative schedule, and candidates should anticipate some variance.
Finalists are subject to the Township’s background check which includes FBI / BCI background, work and
professional reference checks, education verification, a public records request to previous and current
public sector employers to verify performance and discipli nary reports, and a physical exam with drug
screen.
