Overview:

The Ohio High Intensity Drug Trafficking Area (Ohio HIDTA) Executive Board is seeking qualified candidates for the position of Executive Director. This is a management-level position with programmatic responsibility over the operation of the Ohio HIDTA program, its various initiatives, and management staff.

Created by Congress in 1988, the National HIDTA Program coordinates and assists federal, state, local, and tribal law enforcement agencies to address regional drug threats to reduce drug trafficking and drug production in the United States. The National HIDTA Program is a grant-funded program administered and supported by the Office of National Drug Control Policy (ONDCP).

The National HIDTA Program consists of 33 regional HIDTAs in all 50 states, Puerto Rico, the U.S. Virgin Islands and the District of Columbia. The program comprises more than 900 investigative, interdiction, and intelligence-sharing initiatives. Regional HIDTAs collaborate closely with public health partners on innovative strategies to reduce fatal and non-fatal overdoses and substance use by facilitating effective public safety-public health partnerships.

The Ohio HIDTA region is comprised of Ohio, Northern Kentucky and Western Pennsylvania.

The Executive Director exercises administrative, fiscal, and programmatic oversight and support to all Ohio HIDTA law enforcement, management, intelligence, and training initiatives. The position reports to and serves at the pleasure of the Ohio HIDTA Executive Board.

The Ohio HIDTA Executive Director is a contract employee of the City of Independence, Ohio, who serves as the primary fiduciary for the Ohio HIDTA.

Position Summary:

The Ohio HIDTA Executive Director is responsible for the successful implementation of the Executive Board's strategies and policies, as well as ensuring grant compliance with all grant-related activities.

The Ohio HIDTA Executive Director's principal responsibilities include, but are not limited to:

  • Manage and supervise the day-to-day functions of the Ohio HIDTA, including the Management & Coordination Initiative, Training Initiative, Information Technology Initiative, and the Investigative Support Center (ISC).
  • Provide oversight to the personnel assigned to the Ohio HIDTA and employed through its fiduciary, the City of Independence, to include supervising, disciplining, and conducting (or delegating) annual performance evaluations for all Ohio HIDTA personnel, including but not limited to the Deputy Director, ISC Manager, Financial Manager, Information Technology Manager, Executive Assistant, Training Coordinator, and Intelligence Analysts.
  • Recommend for approval by the Executive Board and the City of Independence as fiduciary all staff positions and personnel appointments, and make offers of employment in conjunction with the City of Independence on behalf of the Ohio HIDTA.
  • Determine and approve all salary levels within the Ohio HIDTA and submit to the Executive Board for approval.
  • Provide day-to-day administrative, financial, and program management for the operations of the Ohio HIDTA.
  • Facilitate and encourage the development of innovative approaches to drug law enforcement.
  • Ensure the Ohio HIDTA initiatives are in compliance with HIDTA Program requirements.
  • Advise the Executive Board concerning the performance of Ohio HIDTA initiatives.
  • Serve as the point of contact between the Executive Board and the Office of National Drug Control Policy (ONDCP) on all HIDTA matters.
  • Keep the Executive Board apprised of ONDCP policies and requirements.
  • Represent the Ohio HIDTA at local, state and national forums.
  • Coordinate the preparation of the Annual Budget Request, submitting these documents to the Executive Board for its approval, and submitting the approved Annual Budget Request to ONDCP.
  • Prepare and submit to the Executive Board for review and approval annual reports required to be submitted to ONDCP.
  • Responsible, in conjunction with the applicable grantee, for ensuring the compliance with HIDTA Program Police and Budget Guidance (PPBG) and other applicable financial rules and regulations.
  • With Executive Board approval, exercise reprogramming authority according to Section 7 of the PPBG.
  • Serve as contact for the grantee for assistance and resolution to HIDTA-related financial issues.
  • In conjunction with the applicable grantee, ensure that the property management requirements established in Section 8 of the PPBG are met.
  • Ensure that all initiatives and participating agencies receive relevant information and intelligence products in a timely fashion.
  • Ensure the Ohio HIDTA has taken appropriate measures to safeguard information, secure systems and networks, and to protect HIDTA-purchased equipment.
  • Ensure that Ohio HIDTA data management and information sharing systems are compatible with the requirements of the participating agencies, and that the Information Technology infrastructure of the Ohio HIDTA is sufficient to sustain Ohio HIDTA activities and support the overall Ohio HIDTA mission.
  • Establish adequate performance measures as described in Section 10 of the PPBG and establish a process to verify that the reported performance data are accurate and valid.
  • Ensure the Ohio HIDTA's performance data is reported in the Performance Management Process (PMP) on a quarterly basis.
  • Responsible for ensuring that PMP training and updated PMP refresher training is provided annually.
  • Establish and participate in an annual internal review process, or self-inspection, to determine whether each initiative is being implemented as described in the budget submission to ONDCP, complies with all HIDTA Program requirements, and is achieving its performance targets.
  • Ensure findings of this internal review are provided in writing to the initiative supervisor and the Executive Board. The internal review will be provided to ONDCP.
  • With the approval of the Executive Board, supervise all initiatives other than the enforcement initiatives.
  • Ensure that all initiatives report the information necessary to oversee and administer the initiatives, including financial, inventory, and performance data.
  • Develop a process for facilitating the coordination and flow of information between and among initiatives and participating agencies.
  • Submit all reprogramming requests to ONDCP using the HIDTA Financial Management System (FMS) according to requirements and Executive Board policies.
  • Establish an orientation process for new Executive Board members, new participating agencies, and new initiative supervisors that address the specific responsibilities of each and the general requirements of the HIDTA Program.
  • Perform other duties as designated in the agreement with the grantee or as assigned by the Executive Board. Duties must be consistent with HIDTA Program requirements and must contribute to the operation of the HIDTA Program.
