The Ohio Education Association represents approximately 120,000 teachers, faculty members, and support professionals in Ohio's public schools, colleges, and universities. The OEA is seeking a person for a challenging and rewarding position as Chief Workforce and Operations Officer to work closely with our Executive team. This individual will have an immediate impact on our productivity by leading human and operational resources, streamlining and implementing strategic initiatives, supporting program management, and communicating objectives to department leaders. The ideal candidate will have proven success in a management role, with a special focus on human resources, strategic initiative implementation, executive-level advising and interdepartmental collaboration. The Chief Workforce and Operations Officer reports to the Executive Director.
ESSENTIAL FUNCTIONS:
- Lead the human resources department in all aspects of the employee life cycle, including labor relations.
- Oversee the organization’s human resources functions including employee recruitment, compensation and benefits administration, training and staff development, and performance management systems.
- Serve as HR expert for continuous improvement and automation of HR processes. Partners internally and externally to strengthen organizational priorities related to recruiting, retaining, and supporting diversity, equity and inclusiveness within the workforce.
- Ensure Human Resources operations, programs, and activities are compliant with applicable federal, state and local laws and regulations.
- Serve as EEO officer with responsibility for OEA’s EEO and Affirmative Action Programs.
- Develop, implement, and evaluate activities and programs that address and promote employee learning and development. Foster collaboration among labor/management training cadres to implement and advance organizational skills and competency development.
- Directly supervise assigned staff in a collaborative team environment and lead the development, alignment, and implementation of strategies to achieve departmental and cross-divisional operational priorities and goals.
- Work in partnership with the Executive Management Team and other appropriate managers to establish and implement short- and long-term plans consistent with OEA’s strategic and operational priorities and promote integration of operations.
- Collaborate closely with the Executive Director to improve current operations, implement new initiatives and revitalize current processes to achieve OEA’s long-term vision.
- Transform the vision and goals into actionable plans that meet the organization’s needs.
- Serve as liaison with staff, executives, senior leaders, and Executive Director regarding organizational climate, employee well-being, project updates, proposals, and planning.
- Develop and build on relationships with all employees for increased efficiency and responsiveness of existing operations, and help define new operational strategies by working with the Executive Director and other leaders on special projects
- Regularly report on progress toward strategic goals.
- Collaborate with the finance team to develop budgets that support strategic initiatives and ensure that resources are allocated effectively to achieve strategic objectives.
- Evaluate risk against reward for innovation and organizational objectives.
- Champion a culture of inclusion, transparency, shared learning, and continuous improvement.
- Perform other related duties assigned by the Executive Director.
QUALIFICATIONS:
Education, Experience and Training:
- Bachelor’s degree in business administration, human resources management, or a related field.
- At least seven (7) or more years in an executive level role.
- Experience in data analysis and budget management.
- Strong project reporting-reporting skills, with focus on interdepartmental communications.
- Experience with a unionized workforce, strongly preferred.
- SHRM-CP or PHR preferred.
Knowledge, Skills, Ability:
- Commitment to union principles and values and ability to work in a unionized environment
- High proficiency in the principles and practices of human resources management and supervision
- Demonstrated ability to use independent judgment and discretion to formulate, interpret, implement, compare, evaluate and recommend policies and course of action regarding all aspects of human resources management
- Ability to provide leadership, take initiative and delegate appropriately while managing organizational priorities
- Thorough working knowledge and demonstrated practice of compliance with applicable federal, state and local laws and regulations related to employment, benefits, compensation; human resources information systems; benefits programs and compensation methods; investigation procedures; EEO/AA laws, guidelines and reporting procedures, and HR ethics and professional standards
- High ability to perform needs assessment and analysis as well as develop, present and provide appropriate support
- Ability to maintain utmost level of discretion, work independently and take initiative in a dynamic environment
- Ability to collaborate effectively, navigate conflict appropriately and build relationships internally and externally
- Proven ability to manage and influence across teams, aligning multiple stakeholders and balancing competing priorities
- Experience in planning and leading strategic initiatives
- Excellent written and verbal communication skills
- Consulting experience, with a focus on operations management
AUTHORITY AND RELATIONSHIP:
Serves as a member of the Executive Management Team and reports to the Executive Director. Acts on behalf of the Executive Director to convene meetings, request progress reports and information, and facilitate the assignment of responsibilities and tasks to ensure the delivery of high-quality programs and support to the OEA and its affiliates. Supervises management staff and the daily operations of staff and others as required. Serves as the OEA Equal Employment Officer.
OTHER INFORMATION
Salary is commensurate with experience. Fringe benefits include paid vacation, sick leave, health insurance, paid holidays and retirement plans, including 401(K). This position is a management position, exempt from the bargaining unit.
