SENIOR ENGINEER/ENGINEER (STRUCTURAL/BRIDGE) (NON-COMPETITIVE)
To perform professional engineering work involving the design, investigation and construction of engineering projects including streets, bridges, mechanical systems, utility plants, buildings and other projects, varying with assigned area of responsibility; and to provide complex professional assistance to an assigned Engineering Supervisor or other management personnel.
Specific Statement of Duties This position will be assigned to the City’s bridge program. The successful candidate will be part of a small team of Engineers and Technicians that inspect, maintain, load rate, design, and manage bridges within the City of Cincinnati and provide engineering services to other sections within the City. The work is as varied as the City’s bridge inventory and offers a chance to take ownership of a project beyond design and construction through the entire life cycle. In addition to the work on the City’s structures, this position involves regular interaction with other sections of the Department of Transportation and Engineering for an interesting and challenging experience. Knowledge Of: Engineering and technology, especially as related to assigned area of responsibility--structural, mechanical, electrical, civil, geotechnical, etc; reinforced concrete design. Design techniques, tools, and principals involved in the production of precision technical plans, blueprints, drawings, and models. As appropriate, geology, including local geology, investigative practices, and stabilization methods. Code of Ethics for Professional Engineers. Pertinent federal, state, and local codes, laws, regulations and standards, and industry safety standards Principles of management and supervision City personnel policies and procedures and union contracts. Principles and practices of obtaining and administering funding for assigned projects. Materials, tools, and equipment used in engineering. Administrative policies and procedures of the City and the assigned department. Principles and processes for providing customer and personal services. Skill To: Operate appropriate computer equipment; use properly all related hardware and software. Microsoft Office Suite, project management software, ArcGIS, AutoCAD Civil 3D tools, and analytic or scientific software. Operate motor vehicle in the course of duty. Ability To : Exercise professional engineering judgment in accordance with currently accepted engineering practices and appropriate laws and codes. Interpret engineering plans and perform calculations. Analyze information and evaluate results to choose the best solution and solve problems. Use logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Review and prepare reports, construction plans, cost estimates, and specifications for assigned projects. Review plans for roadways, utilities, earthworks, and residential and industrial developments. Monitor and review information from materials, events, or the environment, to detect or assess problems. Ensure the use of appropriate safety and quality standards. Interpret field data and results from laboratory tests and identify trends or make recommendations. Develop and maintain databases and maps. Communicate clearly and concisely, both orally and in writing. Write technical reports or summaries. Manage project budgets and schedules. Plan and manage the activities of subordinate workers. Manage construction projects and contractors. Examples of Work Performed (Illustrative only. Prepare engineering drawings, project plans, construction plans, and specifications. Provides project management, consultant, or contract management oversight for individual projects or programs Exercise professional engineering judgment in accordance with current accepted engineering practices. Review plans and calculations done by other engineers. Review plans for constructability. Troubleshoot infrastructure or system problems in the field or in facilities Perform field inspections Perform modeling or complete mathematical calculations. Participate in all phases of consultant selection. Manage projects to ensure compliance with plans, specifications, quality standards and regulations. Sign and stamp engineering design or construction documents (not requiring P.E. license) Sign and stamp engineering design or construction documents (requiring P.E. license) Perform utility coordination and construction engineering and management. Identify and apply for outside funding. Approve capital project expenditures, change order review and negotiations Assist with developing and maintaining the project financial spreadsheet to keep track of the various funding sources and expenditures. Directly responsible for the administration of assigned capital projects, including legislation, funding, and management. Assign, review, and participate in the work of staff responsible for professional and technical engineering operations. Coordinate with product vendors to develop material and product specifications. Coordinate with other local jurisdictions and developers or private engineers. Negotiate Construction Change Orders. Approve pay estimates for the construction management section. Oversight in ensuring timely responses regarding preliminary plans and project reviews. Perform public engagement activities. Assists in the acquisition of property rights and environmental approvals for construction projects as necessary. Develop database applications and engineering applications on computers for work groups Manage the input of information in database systems. Write reports and summaries and present findings. Review claims and resolve disputes. Review and monitor the Customer Service Request system. Directly investigate and respond to Customer Service Requests (CSRs). Responsible for compliance with the records retention policy Review and approval of private development as it impacts the public right of way. Review and approve new equipment or technology Train subordinate technical personnel in performance of job duties Review and sign division timesheets, F25’s, OT approval and other admin forms. If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period. OTHER REQUIREMENTS : Possession of registration with the State of Ohio as a Professional Engineer. Possession of, or ability to obtain, a valid Driver's License. ENGINEER QUALIFICATIONS: Salary: $70,370.40 - $94,571.93 Each applicant must be enrolled as a Senior in a Bachelor's Degree program in engineering at an accredited college or university, or possess a Bachelor's Degree in engineering from an accredited college or university. OR Possess an Engineer-in-Training Certificate from any state. OTHER REQUIREMENTS : Possession of registration with the State of Ohio as a Professional Engineer. Possession of, or ability to obtain, a valid Driver's License.
