Position Summary
As ODA Director , this executive will oversee compliance with Agency 173 of the Ohio Administrative Code, leading programs governed by the Ohio Department of Aging. Responsibilities include certification and recertification of providers, quality assurance, and operational oversight of aging-related services.
Key Responsibilities
In alignment with OAC Chapter 173‐39 , the ODA Director will:
Ensure organizational compliance with provider certification standards detailed in OAC 173‐39‐02 , including:
Credential verification, criminal background checks, insurance, and provider agreements; compliance with incident reporting, confidentiality, record retention, EVV requirements, APS notifications, payment rules, and direct-care ethics
Maintain certification status through adherence to standards around staffing qualifications, training, volunteer supervision, person‐centered planning, and ethical conduct required by OAC 173‐39‐02 (B)(1–9)
Oversee record retention protocols per OAC 173‐39‐02 (B)(10–12), including service records, qualification files, audits, and monitoring of subcontractor compliance
Lead the organization’s participation in rule development and public comment opportunities per OAC procedures for rulemaking under Agency 173, coordinating responses to JCARR and Common‐Sense Initiative feedback
Coordinate with Area Agencies on Aging (AAAs) and ODA on quality metrics, program performance, and client outcomes.
Develop and manage policies, procedures, and training to ensure service delivery meets state and federal standards.
Qualifications
Proven leadership experience in elder care, Medicaid waiver services, or aging-related program management under OAC Chapter 173 and associated state statutes.
Strong knowledge of Ohio’s ODA certification rules, regulatory compliance, EVV, APS, and record management.
Demonstrated ability to work collaboratively with state agencies, AAAs, and community stakeholders.
Compensation
Base Salary: $60,000 – $80,000 per year
Performance Bonus: Eligible for annual incentives tied to program growth, certification outcomes, or service expansion.
