Summary

This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200 -000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
  • Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
  • A doctoral degree in social work may not be substituted for the master's degree in social work
  • Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

  • A social worker who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record

  • In all cases - social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment
  • Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment

  • Once licensed or certified - social workers must maintain a full - valid - and unrestricted independent license or certification to remain qualified for employment

  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS0185 social work series - they lose the grandfathering protection
  • If they choose to return at a later date to the GS-0185 series - they must be licensed or certified to qualify for employment as a social worker

  • In addition to the experience above - the candidate must demonstrate all of the following KSAs:(a) Ability to utilize counseling skills when working with Veterans and family members
  • (b) Ability to assess the psychosocial functioning and needs of Veterans and their family members - and to formulate and implement a treatment plan - identifying the Veterans problems - strengths - weaknesses - coping skills - and assistance needed
  • (c) Ability to implement treatment modalities in working with individuals - families - and groups to achieve treatment goals
  • This requires judgment and skill in utilizing supportive - problem solving - or crisis intervention techniques
  • (d) Ability to establish and maintain effective working relationships and communicate with clients - staff - and representatives of community agencies
  • (e) Fundamental knowledge of medical and mental health diagnoses - disabilities - and treatment procedures
  • This includes acute - chronic - and traumatic illnesses/injuries
  • common medications and their effects/side effects
  • and medical terminology
  • Social Worker GS-11 Experience and Licensure
  • Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings - (VA or non-VA experience) and licensure or certification in a state at the independent practice level

  • In addition to meeting basic requirements - a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting

  • In addition to the experience above - candidates must demonstrate all of the following KSAs:(a) Knowledge of community resources - how to make appropriate referrals to community and other governmental agencies for services - and ability to coordinate services.(b) Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic - educational - and other backgrounds.(c) Knowledge of medical and mental health diagnoses - disabilities and treatment procedures (i.e
  • acute - chronic and traumatic illnesses/injuries - common medications and their effects/side effects - and medical terminology) to formulate a treatment plan.(d) Skill in independently implementing different treatment modalities in working with individuals - families - and groups who are experiencing a variety of psychiatric - medical - and social problems to achieve treatment goals.(e) Ability to provide consultation services to new social workers - social work graduate students - and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment

  • Physical Requirements: Work is primarily sedentary and performed in an office setting - requiring active listening - reading - writing reports and clinical notes - and evaluating verbal and nonverbal behavior
  • The role involves regular use of office equipment including computers - telephones - fax machines - and photocopiers
  • Duties require visual acuity - keen hearing - clear speech - and manual dexterity
  • Occasional exposure to verbally or physically disruptive patients secondary to delirium - dementia - or psychiatric disorders may occur
  • The incumbent must demonstrate maturity - flexibility - sound judgment - and the ability to adapt to stressful situations or shifting priorities based on patient needs

Duties

  • VA Careers - Licensed Clinical Social Worker: Total Rewards of a Allied Health Professional The Social Worker is assigned to the Mental Health Outpatient Clinic - providing entry-level - evidence-based therapeutic services and case management to Veterans with mental illness and substance use disorders
  • Works with an interdisciplinary team and coordinates care to address Veterans' biological - psychological - and social needs
  • Requires initiative - ability to prioritize - and current BLS certification
  • Duties include - but are not limited to: Clinical Functions: Assess and treat psychosocial problems of Veterans with mental health diagnoses and conditions
  • Implement treatment modalities - providing counseling and psychotherapy for individuals - families - and groups
  • Conduct bio-psychosocial assessments and develop treatment plans collaboratively with Veterans - families - and the interdisciplinary team
  • Provide psychosocial interventions
  • measure outcomes to interventions
  • Coordinate community-based services - including referrals to VA programs - government - or community agencies
  • Participate in patient scheduling - triaging - and monitoring patient flow in the Mental Health Clinic and Community Based Outpatient Clinic (CBOC)
  • Recognize and respond effectively to emergencies - including crisis intervention and assistance with admissions to acute psychiatric care
  • Maintain working knowledge of medical and mental health diagnoses - disabilities - treatment procedures - medications and side effects - and medical terminology
  • Establish and maintain therapeutic relationships with Veterans and families
  • manage complex psychiatric - medical - and social problems
  • Utilize individual - group - and family counseling and therapy skills
  • Contribute to interdisciplinary care planning conferences and team meetings/huddles
  • Possess knowledge of Veterans' benefits and services - including compensation and pension programs
  • Facilitate referrals based on Veterans' needs and eligibility
  • Provide consultation services to staff on Veterans' psychosocial needs and impact on healthcare adherence
  • Communicate effectively orally and in writing with individuals from varied backgrounds
  • Maintain current BLS certification
  • Administrative Functions: Support the mission - policies - and procedures of VA - VHA - VISN - and facility
  • Serve on committees - work groups - and task forces at facility - VISN - and VA Central Office levels
  • Keep supervisor informed of problems and recommended solutions within area of responsibility
  • Further own professional growth through relevant education and provide coverage during social worker absences
  • Maintain productivity and quality standards consistent with facility and Social Work standards
  • Participate in interdisciplinary team meetings - facility - and Social Work meetings
  • Share knowledge and experiences relevant to the field of Social Work through clinical practice and education
