Body Worn Camera Technician
Definition
This is non-enforcement, technical support work in reviewing digital evidence and redacting information in compliance with established policies, rules, regulations, and laws.
An employee in this class performs specialized technical work for the City of Akron Police Division to respond to public records requests in a timely manner as required by law. An employee in this position may be required to view/listen to graphic reports, audio and video recordings, and visual depictions.
Works under the direct supervision of a sworn police supervisor with the opportunity to exercise independent judgment in carrying out assignments. Work is reviewed for conformance to legal, policy, and professional standards.
Characteristic Work
Reviews requests for digital evidence including body worn cameras (BWC’s) and assists with the storage of BWC video recordings. Reviews recordings to ensure sensitive footage is properly redacted to protect the privacy and safety of victims and bystanders. Prepares redacted footage for court proceedings and records requests from the public, the Law Department, or other City departments. Maintains detailed logs and collaborates with legal and compliance teams to ensure accuracy and timeliness. Organizes and prioritizes work assignments. Corresponds with supervisors, requesters and City employees regarding clarification of requests and reasonable estimates of time for providing records. Coordinates with other Law Enforcement agencies and prosecutors regarding video footage and photograph dissemination. Maintains the confidentiality and integrity of criminal investigations. Responds to requests in a timely manner as required by law, ensuring accuracy and completeness of the response. Works with an attorney to provide a requester with the legal basis for redactions or withholding records from disclosure. Updates and maintains spreadsheets, databases, and reports. Prepares invoices and processes payments from requestors when applicable. Provides excellent customer service, including providing accurate and timely information and answers to inquiries from internal and external customers. Drives to various locations for trainings and seminars and keeps abreast of best practices associated with records retention, records management, and the Ohio Sunshine laws. Performs related duties as required.
Minimum Qualifications
Graduation from an accredited high school or GED and a minimum of two years of paid advanced level office support work, technical work in law enforcement, or related work; or an equivalent combination of paid experience and related college coursework. THE EQUIVALENCY STATEMENT MEANS THAT YOU MAY SUBSTITUTE UP TO 50% OF PAID EXPERIENCE WITH RELATED EDUCATION. Possession of a valid State of Ohio driver’s license.
Knowledge of laws, codes, regulations, policies and procedures as they pertain to the redaction and release of video evidence. Knowledge of proper redaction, storage, and retention of digital evidence. Some knowledge of digital evidence management systems. Knowledge of office procedures, methods and equipment including computers and multifunction copiers. Knowledge of data management best practices including security, record retention, and public records laws. Knowledge of basic office principles including preparing and processing invoices.
Skill in the use of personal computers with standard and customized business software including Word, Excel, Outlook, Adobe Pro, relational databases and tracking software. Skill in learning and using various computer programs, including but not limited to, software for redacting documents and audio and video recordings. Skill in attention to detail. Skill in customer service principles and etiquette.
Ability to interact with employees at all levels of the organization and maintain effective working relationships. Ability to understand the organization, operation and services of the City and the Akron Police Division as necessary to perform assigned responsibilities. Ability to read, understand and review documents for accurate and relevant information. Ability to view photographs, watch and/or listen to audio and video recordings of various quality that may be graphic or sensitive in nature. Ability to understand basic public safety terminology. Ability to effectively communicate verbally and in writing. Ability to handle multiple assignments simultaneously with frequent interruptions and competing priorities in a timely manner. Ability to maintain sensitive and confidential data in a professional manner. Ability to safely operate a motor vehicle.

Competitive Examination Process
This is a classified position.
The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%.
Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.
NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.
RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades. VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to their passing grade, must submit proof of discharge in the form of a DD-214 with application.
DRIVER S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
