SUMMARY: This unclassified, at-will position serves at the pleasure of the Court. Under the direction of the Court Administrator, the Human Resource Specialist is responsible for the full spectrum of Human Resource functions for the Court. The Human Resource Specialist plays a key role in supporting the Court’s employees by managing core HR functions such as recruitment, payroll, employee relations, compliance, and professional development. This position partners with leadership to foster a fair, compliant, and positive workplace culture while ensuring operational excellence.
EDUCATION: Bachelor’s degree in Human Resources, Business Administration, or related field required. Master’s degree or law degree preferred.
EXPERIENCE: Minimum of two years of professional HR experience. Any combination of education, HR training, and experience demonstrating the ability to perform the duties of the position.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Develop job postings, review applications, screen candidates, schedule interviews, and prepare offer and rejection letters
· Conduct background checks, reference checks, and credential verifications
· Coordinate onboarding, orientation, and mandatory training for new hires
· Maintain and update job descriptions in collaboration with managers and administration
· Maintain and update the Court’s Human Resource Management System (HRMS), the County’s Global Human Resources (GHR) system, and other electronic files
· Process and administer payroll accurately and on time
· Manage employee separations, including final payouts, exit interviews, and documentation
· Process employee status changes promptly and maintain accurate HR records, including personnel files
· Administer and manage Family Medical Leave Act (FMLA) requests, including eligibility, documentation, and leave tracking
· Administer and manage the donated leave program
· Assist in the coordination of ADA accommodations
· Maintain the position compensation plan
· Manage and maintain the employee performance evaluation process
· Prepare HR-related reports for Court Administration and management
· Maintain confidentiality and discretion in handling sensitive information
· Maintain and update the Employee Handbook
· Develop and maintain standard operating procedures for HR functions
· Ensure compliance with EEO, ADA, FLSA, and employment laws
· Maintain required federal and state employer postings
· Provide guidance to employees regarding benefits, FMLA, and other HR-related inquiries
· Provide guidance on conflict resolution, disciplinary procedures, and performance improvement
· Support court initiatives such as staff recognition programs and retention strategies
· Research and coordinate professional development and training opportunities, including mandatory training
· Support fair and consistent application of HR policies
· Maintain impartiality and professionalism in sensitive employee matters
