Job Title: Financial Analyst and Administrator

Shift: Monday - Friday 8:30am - 5:00pm
SUMMARY: Perform routine procurement and contracting activities under the direction of the Assistant Vice President, Grants & Procurement. Work is reviewed for format and content and conformance to rules, regulations, and policy, and for soundness of judgment and correct interpretation. Coordinates and processes, Federal Aviation Administration (FAA) grants necessary to fund the RIAC capital program. Also, responsible for coordinating administrative activities necessary to prepare execute, and process contracts. Assists in administrative processing of purchasing documents.
PROCUREMENT - CORE DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.
- Works with project managers and legal to develop and administer procurements.
- Completes administrative portions of contract documents.
- Maintains a clear audit trail of all bid, contract and vendor determinations.
- Review requisitions and assists in the preparation of bid documents.
- Assists in DBELO administration.
- Prepare reports as needed.
- Prepares instructions regarding purchasing systems and procedures.
- Performs technical work involved in the procurement of assigned classes of supplies, equipment, and services.
- Examines purchase requisitions and combines and clarifies with project manager as needed.
GRANTS - CORE DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.
- Maintains awareness of RIAC's capital program.
- Coordinates with FAA personnel and RIAC project managers regarding the timing and preparation of grant applications for FAA programmed capital projects.
- Works with RIAC project managers to include specific project scope, schedule, and budget information in the FAA grant applications.
- Ensures that all FAA grant applications meet FAA administrative requirements.
- Processes FAA grant offers.
- Creates and maintains complete FAA grant files, including original grant documents and the project history of grant drawdowns/reimbursements.
- Coordinates with the FAA and RIAC project managers in preparation of grant closeout documentation.
CONTRACTS - CORE DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.
- Assists in the formulation, solicitation, and administrative review of RIAC project contracts.
- Maintains cognizance of current and future procurements.
- Ensures that consultant/contractor contract documents conform to RIAC administrative standards prior to contract execution.
- Assists in the developing/revising standardized procurement documents.
- Coordinates contract preparation processes and requirements with consultants/contractors, other RIAC departments, and/or subcontractors, as necessary.
- Facilitate timely execution of contracts.
- Reviews and updates master contract list.
- Creates and maintains complete capital project contract files, including contract and supporting documents.
- Ensures that consultant/contractor requests for payment conform to contractual requirement prior to payment.
- Assist/implements DBE program tracking and reporting systems and reports RIAC performance in meeting DBE goals.
- Assists in preparation and execution of contract addenda, change orders and task orders.

EDUCATION and/or EXPERIENCE:
- Bachelor's Degree from an accredited college or university in Business Administration, Procurement and Contract Management, or a related Finance or Accounting degree.
- Certification from an accredited procurement program such as National Contracts Management Association or National Institute of Government Purchasing preferred.
- Minimum of six (6) months' experience working in Procurement.
- Must be proficient with Microsoft Word and Excel. Experience with Oracle E-Business Suite is strongly recommended.
SHIFT: Monday - Friday, 8:30AM to 5:00PM - this position also qualifies for a daily flexible schedule pending assignments.
