Brief On The Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

The HTAIn Resource centre will have the following objectives:

• To provide capacity building on HTA to individuals, institutions and the Government.
• To provide technical assistance on various issues related to HTA to state Governments and the Ministry of Health and Family Welfare, Government of India.
• To complete HTA related studies assigned to it by the Department of Health Research, the Ministry of Health and Family Welfare, Government of India.
• To publish scientific papers, policy briefs and other document to inform the Sate and National Government.
• To publish communication material on various HTA related issues for use of different stakeholders.
• To represent and present results of HTA in National and International conferences, meetings and other event.

Job Summary:

To lead the team of RAs in the resource centre and be responsible for completion of high quality HTA related research.

Deliverables:

The position will perform the following tasks:

• To contribute to literature and systematic reviews as required
• To develop complete protocols for each review
• To execute the search strategies
• To complete the data synthesis from the selected articles as per protocol
• To complete the literature and systematic review reports in consultation with the PI and Co-PIs
• To ensure completion of costing studies as required in the project
• To contribute to completion of economic evaluations as required in the project
• To complete economic evaluation protocols
• To develop models for economic evaluation
• To finalise tools of data collection
• To execute and run models for economic evaluation
• To complete data analysis for economic evaluations
• To finalise research reports in consultation with all team members, PI and Co-PIs
• To contribute to any other HTA related research as may be assigned to the Centre.
• To undertake data collection and supervise data collection sites
• To develop manuscripts/policy briefs based on the research and prepare for publication
• To prepare and deliver presentations of the study in conferences/meetings as necessary.
• To contribute to the training programmes of the Centre
• To develop training agenda
• To develop adequate communication material for engaging with potential trainees
• To ensure successful execution of trainings
• To contribute to teaching/training activities as necessary
• To contribute to academic administration activities at IIPH Delhi as necessary.
• To liaise with ICMR, DHR and other Government agencies for the purpose of the project
• To ensure compliance of reporting guidelines with ICMR/DHR
• To coordinate with other staff members including the finance team at PHFI to ensure compliance, reporting and other administrative issues.
• To write proposals, explore collaborations and contribute in expanding the scope of the Resource Centre.
• Any other activities as delegated by the PI/Co-PI.

Education:

Essential:

• Masters level qualification in Public Health or a related discipline
• Capability of preparing and running decision analysis modelling

Desirable:

• Academic qualification in Health Technology Assessment/Economic evaluations

Experience:

Essential:

• Minimum 2 years’ experience in conducting HTA related research

Desirable:

• Experience in working with decision analysis software

Skills & Competencies:

• Ability to work on statistical software
• Ability to work on evidence synthesis software
• Ability to work on decision analysis software
• Excellent scientific writing skills
