Biomedical Record Technician (25-39 Biomedical Equipment Technician Support) INTRODUCTION : The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH), the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. DESCRIPTION OF SERVICES : Provide the service to maintain and repair medical equipment within the 711 th Human Performance Wing at Wright-Patterson AFB, OH. These services include preventive maintenance, corrective maintenance/repair, installation/de-installation, safety and compliance, documentation and reporting. The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order. Mandatory Qualifications : Associate degree in biomedical Equipment Technology or Engineering. At least two years of biomedical equipment technician experience. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships to represent the organization in a professional manner. Excellent interpersonal skills, writing, and verbal communication skills. Proficiency with Microsoft Office 365 Cloud based suite of productivity apps, to include Word, Excel, PowerPoint, Teams, SharePoint, and Adobe Acrobat programs. Knowledge and understanding of applicable Air Force and professional standards. Knowledge of military and civilian guidelines that govern policy and procedure. Knowledge of and skills in applying a wide range of specialized methods, principles, and techniques of electronics and complex medical system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. Knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with complex medical systems/equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronic logic. Knowledge of DoD, The Joint Commission, AAAHC, CAP, OSHA, NFPA, NEC, FDA and other regulations, procedures, and practices as it applies to biomedical equipment. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes. Ability to solve technical and performance problems for highly complex electronic systems. Ability to trace electronics logic from one system to another. Ability to use standard computers and software to enter and extract data to maintain records and document actions. In addition to health requirements in the contract, the individual must pass color vision test. Health requirement expenses will not be covered by the Government. Lift, carry or otherwise handle items weighing up to 51 pounds with occasional encounters involving items greater than 51 pounds in accordance with NIOSH guidance. A valid driver’s license is required for the position to obtain authorization to drive a government motor vehicle to service medical equipment that may be in other buildings. Contractor shall have a Non-Disclosure Agreement in place with their company, and the company shall provide a copy to the Program Manager of this task order. This is necessary to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position. Highly Desired Qualifications : One year of military medical/military deployment experience. Experience with military protocols and administrative actions like decorations, evaluations, and reports. Experience with the Defense Medical Logistics Standard Support (DMLSS). Tasks : E nsure compliance with safety regulations and policies. Test and calibrate components using manufacturers' manuals and troubleshooting techniques, hand tools, power tools and measuring devices. Keep records of maintenance, repair, and required updates of equipment. Assesses and evaluates the condition of in-use medical equipment for maintenance, upgrade, or replace recommendations. Inspect and test malfunctioning medical and related equipment following manufacturers' specifications, using test and analysis instruments. Disassemble malfunctioning equipment and remove, repair, and replace defective parts such as motors, transformers, and circuit boards. Perform preventive maintenance or service such as cleaning, lubricating, and adjusting medical and simulation equipment in accordance with OEM specifications. Test, evaluate, and classify excess or in-use medical and simulation equipment and determine serviceability, condition, and disposition in accordance with regulations. Effectively support and operate medical and simulation equipment. Study technical manuals and attend training sessions provided by equipment manufacturers to maintain current knowledge. Provide training to medical staff by explaining and demonstrating correct operation and operator preventive maintenance of medical equipment. Wear personal protected equipment as required. Occasionally work includes live electrical wires, switches, and transformers of various voltage levels, exposing the worker to the possibility of shock, cuts, bruises, scrapes and serious burns. The contractor shall use appropriate safety procedures and devices as required by the Government. Work is a combination of sedentary duties as well as light to moderate physical effort. Requirements include walking, standing, reaching, bending, and moving items. Work periodically on hard surfaces. Work is performed indoors/outdoors and in an environment involving everyday risks or discomforts which require normal safety precautions. The area is adequately illuminated, heated, and ventilated. BASE SUPPORT : The contractor shall be provided with office space, furniture and equipment, computer hardware and software necessary to perform tasks described in this performance work statement. The government should also provide telephone services and access to fax machines and copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database shall be available within the scope of the contract, The contractor shall comply with local, AF and DoD policies. Per the approval of the Contracting Officer or COR, a government laptop may be provided to the contractor employee performing duties for this contract. Government laptops shall be provided to facilitate the access needed to the Virtual Private Network (VPN), mil access, and shared file access. All software and hardware passwords/access to military Internet/E-mail and applicable databases shall be available within the scope of the contract. Data analyses software shall be provided as necessary to perform tasks described in this performance work statement such as accessing and storing data on US Air Force network drives and communication via US Air Force government email. Software should be available using government-provided laptops. The contractor shall comply with local, United States Air Force and DoD policies concerning information technology applications and connectivity to military systems when using their government issued laptops. The contractor will need Air Force network accounts to use the computers and shall be subject to the requirements for a normal computer account to include IA training that is current within the previous 12 months, a favorable NACI background investigation, and a signed AF 4394 (AF Network User Agreement). Non-compliance with IA policies and principles can result in computer access being suspended or withdrawn. Any Controlled Unclassified Information (CUI) on the computer must be always encrypted except during use; an Encryption Wizard is provided on every computer. All CUI, Personally Identifiable Information (PII), and HIPAA data MUST be sent encrypted; Outlook has digital encryption capabilities for this. Computers may not connect to the contractor network or other systems, networks, or equipment. Computers shall only be used by the personnel that have Air Force accounts on this contract. Allowing anyone else’s use of the systems is considered "inappropriate use" and will result in a loss of access. Each user is required to connect the laptops to the Air Force network for a minimum of two days per week, for a minimum of 4 hours per day for updates and patches. The screen shall be locked and the device secured to prevent theft or unauthorized access, as applicable. All maintenance and adjustments with the computers shall be accomplished by 711 HPW/OMC. No modifications or changes are authorized. NOTE: the computers need to be brought to the help desk for repair. In the event of a network tasking order mandating compliance, e.g. validating users face-to-face, the user needs to report to the help desk upon request. If the computer becomes overdue with patches/updates or needs to be updated, the user is required to report to help desk. Nothing (flash drives, hard drives, and printers) may be connected to computers without 711 HPW/USAFSAM IAO approval (both functions are in OMCO). Policy questions should be directed to the IAO. The Contractor shall assume responsibility for all Government provided equipment/property in their possession. Government-issued badges, identification cards, passes, and vehicle registration media are accountable forms and, as such, are U.S. Government property to be accounted for, protected, and returned to the Government. This responsibility shall extend to any subcontractors. The office of 711 HPW/OMC shall ensure that all training has occurred within 5 days or accounts will be turned off. GENERAL INFORMATION : Work will be accomplished in multiple building location in Area B, Wright-Patterson AFB, OH 45433 beginning on 30 September 2025. The primary office location is Bldg. 840, Room W333C. Work schedule is normally 7:00 AM - 4:00 PM ET, Monday - Friday; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. There may be times where the hours may be flexible depending on fluctuating workload volume. Although the schedule may be flexible, it will not exceed 40 hours per week. The requirements in this section of the PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in PWS. Additionally, the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this task order, the Contractor shall notify the Contracting Office (CO) immediately. U.S. Citizenship : Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. Training Requirements : The contractor shall maintain all required qualifications, licenses, certifications, and training (to include training needed for compliance with healthcare facility clinical quality accreditation standards). TRAVEL : Travel is not anticipated for this effort. SECURITY : Position of Trust. All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations. All documents, including papers, abstracts and posters shall be cleared by AF prior to public release. DELIVERABLE : Contractor Progress, Status and Management Report (PSMR). On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period. The report shall have five sections: Project Title, Time Period of report, Date Performance : Current status of deliverables, measured against project expectations. Schedule : Have scheduled activities and milestones been completed on or before time, and impact of delays. Costs : Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.) Risk : Are there known or anticipated opportunities or events that will or can affect project. Technical Report - Study/Services : All reports and data shall be submitted in a non-proprietary, easily transferrable format. All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
