DEPUTY DIRECTOR (PROCUREMENT)(UNCLASSIFIED)

Under the direction of the Director of Procurement, this position provides senior level managerial support and subject matter expertise to ensure appropriate, compliant, and effective contracting and procurement practices across the organization. Also, the Deputy Director will work closely with the Director and cross-departmental teams to direct, manage, supervise, and coordinate the activities and operations of the Procurement Department, including strategic sourcing initiatives, contract administration, competitive solicitations, procurement modernization efforts, vendor engagement, policy development, and compliance monitoring.

This position will coordinate assigned activities with other divisions, departments, and outside agencies, and provide highly responsible and complex administrative and executive support to the Director of Procurement. The Deputy Director will be instrumental in assisting the Director in ensuring alignment with the City’s vision for transparent, efficient, and innovative procurement practices and may act on behalf of the Director when designated.

Knowledge Of

Operations, services, and activities of a comprehensive municipal procurement and contracting program

Public sector purchasing laws, regulations, ethics requirements, and competitive bidding practices

Contract drafting, negotiation, interpretation, and risk mitigation strategies

Procurement modernization practices, workflow automation tools, and technology platforms

Principles and practices of program development, implementation, and administration

Methods and techniques of statistical data collection and analysis

Principles and practices of municipal budget preparation and administration

Principles and procedures of financial reporting

Principles and procedures of management systems and reporting

Principles of supervision, training, and performance evaluation

Pertinent federal, state, and local laws, codes, and regulations

City personnel policies and procedures

Principles and procedures for developing goals, objectives, and management plans.

Skill To

Operate appropriate computer equipment and utilize procurement and financial management software

Use all related hardware and software effectively

Operate assigned vehicle in the course of duty

Ability To

Manage and direct comprehensive procurement operations including sourcing, contracting, vendor performance monitoring, and compliance oversight

Assist in management of departmental budgeting and performance management initiatives

Develop and administer departmental goals, objectives, and procedures and assess operational needs and make appropriate adjustments

Identify and respond to sensitive organizational and contractual issues, concerns, and needs

Implement and maintain positive employee relations

Promote and maintain the highest integrity and ethical standards throughout all procurement activities

Lead cross-departmental coordination on large or high-profile procurements involving Law, Finance, Technology, and Inclusion partners

Plan, organize, direct, and coordinate the work of lower-level staff

Delegate authority and responsibility appropriately ? Select, supervise, train, and evaluate staff

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals

Research, analyze, and evaluate new service delivery methods and procurement techniques

Prepare clear and concise administrative, contractual, and financial reports

Prepare and administer large and complex budgets

Interpret and apply applicable federal, state, and local policies, laws, and regulations

Communicate clearly and concisely, both orally and in writing

Maintain confidentiality of sensitive City and vendor information

Work with diverse groups from the public, business community, and government agencies to evaluate methods for solving problems and improving service delivery Maintain a mindset rooted in innovation, accountability, and continuous improvement

Establish and maintain effective working relationships with those contacted in the course of work

Assume management responsibility for assigned services and activities of procurement operations including sourcing, contracting, compliance, and vendor engagement Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

Direct and oversee procurement processes, including solicitation development, bid or proposal evaluation, purchase authorization, and contract administration to ensure compliance with applicable laws, policies, and strategic sourcing objectives.

Monitor and evaluate the efficiency and effectiveness of procurement service delivery methods and recommend appropriate service and staffing levels.

Oversee the development and utilization of procurement performance metrics and reporting tools to support strategic decision making and continuous improvement initiatives. Provide executive direction for contract administration and negotiation activities, ensuring coordination with vendors, consultants, and external stakeholders.

Prepare a variety of complex correspondence, memoranda, and administrative staff reports; coordinate and participate in the preparation of agendas

Participate in the development and administration of the department’s annual budget and forecast funding needs for staffing, equipment, materials, and supplies.

Direct organizational assessments and operational reviews to inform procurement policies and procedures.

Attend and participate in professional group meetings and remain informed of trends and innovations in procurement and public contracting

Serve as staff on boards, commissions, and committees; prepare and present staff reports and correspondence

Negotiate and oversee complex contracts between the City and private vendors or governmental entities

Arrange for services of external consultants and act as the City liaison

Brief and advise City leadership regarding high-profile procurements and contractual matters.

Provide leadership and direction to professional staff and monitor programmatic outcomes to ensure alignment with departmental goals and performance standards.

Develop and monitor management controls for administrative, programmatic, and fiscal procedures

Demonstrate continuous effort to improve operations, decrease turnaround times, and streamline work processes

Advise, coach, and mentor supervisory staff and develop training programs for procurement personnel

Provide effective and positive motivational leadership to departmental staff

Assure procurement activities are conducted in conformance with adopted federal, state, and City policies and regulations.

Each applicant must have a bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Supply Chain Management, Finance, Law, or a related field. Five years of progressively responsible experience in procurement, contract management, governmental operations, legal or contract administration, or related operational leadership is required; or any equivalent combination of education, training, and experience.

A master’s degree, Juris Doctor (JD), Paralegal Certification, or professional procurement certification such as Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) , Certified Professional in Supply Management (CPSM) or equivalent is strongly preferred.

Other Requirements

Must have a valid Driver’s License.

Environmental Conditions: Office environment: exposure to computer screens; some travel within the City required.

Physical Conditions: Duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; may be required to operate assigned vehicle.
