I. INTRODUCTION

By the issuance of this Request for Qualifications (“RFQ”), the Hancock County Child Support Enforcement Agency (HCCSEA), an agency within the Hancock County Job and Family Services, invites interested legal professionals, including firms and individuals, to submit a written response for the position to provide legal services to the HCCSEA, as more particularly described herein.

As the HCCSEA Attorney, the selected responding firm or individual will be expected to provide a wide range of Legal Services.

II. BASIC AREAS OF LAW REQUESTED

For the purpose of the RFQ, basic Legal Services shall include those legal services generally understood within the field of family law, including but not limited to, the establishment of paternity and child support, enforcement of court orders concerning child support and/or medical support, modification and termination of child support, and jurisdictional issues involving all of the foregoing, pursuant to Federal and State laws and local procedures.

III. SCOPE OF SERVICES

A. General Legal Services Requested. The HCCSEA Attorney is expected to perform all general legal representation for the Agency as required. Compensation for these defined services will be paid monthly based on a submitted invoice for hourly work performed in the previous month. Such general legal representation includes, but is not limited to:

(a) Prepare child support cases for trial and independently represent the HCCSEA in court, examines witnesses, presents legal arguments and evidence; provide legal advice and guidance to case managers pursuant to federal and state law and county procedure; conduct legal research, prepare various legal documents, communicate with clients and courts, and maintain confidentiality.

(b) Prepare oral or written opinion on legal matters as required by the HCCSEA or courts. Handles appeals.

(c) Negotiate and prepare agreements or similar documents.

(d) Maintain legal files.

(e) Attend trainings as needed. All costs of training to be borne by Contractor, including the procurement of CLE hours.

(f) Perform other professional duties as may be required for the performance of duties representing the HCCSEA.

(g) Meals, office space, office supplies, incidentals, etc. are to be borne by contractor.

IV. RFQ INSTRUCTIONS

Each Response received by the deadline will be evaluated on its merit and completeness of all requested information. In preparing Responses, Respondents are advised to rely only upon the contents of the RFQ.

It is each Respondent’s responsibility to ensure that its Response is received by the Agency by the deadline. This responsibility rests entirely with the Respondent, regardless of delays resulting from postal handling or for any other reasons.

All responses must be submitted by the date and time indicated as the deadline.

Responses received after the deadline will not be accepted.

Responses must be enclosed in a sealed envelope or sent by email.

After a final selection by the HCCSEA/HCJFS, the Respondent shall execute a contract based upon the factors described in the RFQ.

Please Note: The selection of an attorney or firm to provide the described scope of services will not be made on cost alone but may be made based on the consideration of qualifications-related factors contained in this Request for Qualifications.

INFORMATION REQUIRED FOR STATEMENT OF QUALIFICATIONS

1. Name of firm, owner, address, and telephone number.

2. Personnel qualifications: Identify the key attorney who will serve in the position of HCCSEA attorney: provide their resume and summarize their experience. Provide the same for other attorney (if any) in the firm who may assist with the provision of services.

3. Specialized legal services competence: Provide information about the attorney and firm’s experience in providing legal services to child support organizations and/or familiarity with family law.

4. Capacity and capability: Provide information about the attorney and/or firm’s capacity and capability to perform in a timely manner and on short notice if needed.

5. Understanding of services to be provided: Describe the attorney or firm’s understanding of the scope of work.

6. Work schedule: Provide a plan for service delivery.

V. Review and Selection

The Director of the Hancock County Job and Family Services and the Administrator of the Hancock County Child Support Enforcement Agency will review responses against the mandatory criteria. Responses not meeting all mandatory criteria will not be considered for review. The Request for Qualifications is being used for a selection process. Responses that are deemed qualified will receive notification of an interview for further evaluation.

The Request for Qualifications is not a binding agreement to purchase services.

VI. Proposal Evaluation

Responses will be reviewed in accordance with the following criteria:

1. Whether the private attorneys possess the requisite skills and expertise needed to handle the legal matters in question.

2. Familiarity with laws and regulations governing child support agencies in Ohio.

3. Demonstrated expertise and experience in services provided by the Child Support Enforcement Agency.

4. The estimated fees, costs and expenses of the private attorney/firm to perform the legal services requested. ** While proposed fees are a significant factor in determining the successful Respondent, they are balanced against criteria specified in this section.

5. Demonstrated communication skills including accurate and effective listening, speaking, and writing abilities.

6. Whether the private attorneys have been subject to reprimand by the Ohio Supreme Court.

7. Proposed approach to scope of work and capability to perform in a timely manner.

8. Interviews.
