Health System Specialist (Systems Redesign Coordinator)
Summary The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean Six Sigma, Coaching, Project Management, and Training. Additional functions of the position involve advising leadership in the formulation of facility wide Strategic Plans and facility wide projects etc. Responsibilities Duties Include: Work independently and in teams with little supervision; Analyze data, interpret conflicting information, and recommend interventions; Lead, facilitate, and work with staff of various disciplines; Plan and organize work; Participates in and facilitating transformative quality, safety, effectiveness, and efficiency improvement efforts; Define project scope and goals through a collaborative process with subject matter experts, facility leadership, etc; Identify alternative systems and processes based on Lean/Systems Redesign/Systems Engineering principles to mitigate errors; Identify projects critical to improving quality outcomes and maximize return on investment of utilized resources; Prepare complete and fully documented studies for review of work teams, committees, and top management; Develop control plans, communication plans, risk management plans throughout closeout of the project. Work Schedule: Full-Time, Monday-Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility. Telework: This position may be authorized for Ad-Hoc telework only. Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position listed below. You may qualify based on your experience and/or education as described below: Specialized Experience: For the GS-12 grade level, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working independently and in teams with little supervision; experience analyzing data, interpreting conflicting information, and recommending interventions; prepare complete and fully documented studies for review of work teams, committees, and top management; and monitor and develop milestones for assigned portion of the execution of organizational plans, particularly those requiring cultural change and/or physical relocation of personnel, work, and equipment.
