POSITION SUMMARY

The Assistant Vice President for Business & Finance and Controller position has combined responsibilities.

As Assistant Vice President for Business & Finance, this position is responsible for planning and managing the financial components of the University's strategic, capital, and operational planning processes, developing operating and capital budgets, developing long-range financial plans, and recommending resource allocation. This position is a key participant in long-term strategic planning and goal setting for facilities, technology, and anticipated staffing needs to support the growth and development of the University. Responsibilities include financial review and analyses and collection of financial and program information on institutional needs and relating those needs to available resources in a manner that will facilitate executive decision-making. The AVP manages all aspects of the University budget while ensuring compliance with policies, procedures, regulations, and statutes.

As Controller, this position ensures, through direction or direct involvement, that all financial transactions are accurately recorded in the books and records of the University. Participates in and/or oversees all internal and external financial reporting. Supervises and manages all aspects of the Finance Office including workflow, development of policies and procedures, setting goals and objectives, development and monitoring office budget, and interaction with internal and external constituents of the Finance Office.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:

As Assistant Vice President for Business & Finance:

  • Plans and directs the annual institutional budgeting process; analyzes budget and actual trends.
  • Interprets and communicates budget results to a variety of constituencies, including the Board of Trustees, President and University Officers, and the University Faculty Budget & Planning Committee.
  • Coordinates the internal strategic budgeting process to ensure compatibility with the institutional goals and objectives, to ensure that the budget is developed in alignment with the resources available, and to ensure the integrity and effectiveness of the budgeting process.
  • Works closely with the Vice President for Business & Finance to develop, analyze, and present management information as necessary for financial analysis and forecasting, evaluation of programs and internal allocations, and to support sound executive decision making.
  • Develops the criteria, formats, and guidance to be used by all programs in the preparation of their annual budget requests.
  • Develops, recommends, and implements financial planning policies and guidelines to support long-term financial modeling and support for the University's strategic plan.
  • Directs studies and analyses of budget and planning information to respond to internal and external queries and provide critical management information and other analyses to senior decision-makers.
  • Supervises Meeting and Events Services, Mail Services, and the Gear Shop.
  • Support financial and administrative requirements of the Law School.
  • Performs other site and position specific functions as assigned.

As Controller:

  • Supervises, coordinates, and participates in preparing work papers and account analyses for annual external audits and prepares the annual financial statements.
  • Does same for all external financial reporting for federal and state agencies, grant providers, accreditation agencies, national survey groups and others requesting financial information.
  • Directs and participates in the recording of financial transactions and the maintenance of all accounting records, including general and subsidiary ledgers, accounts receivable, revenue distribution, depreciation, and operating expenses.
  • Supervises and manages all aspects of the Finance Office, including overseeing the flow of work and ensuring deadlines and departmental goals are met.
  • Makes budget recommendations for the office.
  • Participates in formulating and administering University and departmental policies.
  • Participates in development of office goals and objectives and periodically reviews progress.
  • Establishes and reviews internal controls to ensure accuracy and integrity of accounting records.
  • Communicates and coordinates accounting policies, practices and procedures with department and university managers, vendors, reporting agencies, customers, and the public.
  • Responds to management and department requests for information, inquiries about specific transactions, problems, or alternative accounting treatments.
  • Participates in university committees and task forces, and in professional development activities on and off campus.
  • Provides financial information, analyses, and projections, directly and indirectly, to management, university committees and task forces, and the Board and its committees.
  • Carries out supervisory responsibilities in accordance with the university's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:

  • Comprehensive knowledge of theories, principles, and practices of institutional budget policy, public finance, and higher education financial reporting.
  • Analytical abilities and skills to address complex budget issues, including formulating and implementing resolution plans.
  • Ability to develop and implement creative and innovative budget strategies.
  • Ability to lead, work in teams, facilitate meetings, and build consensus.
  • Ability to work under pressure and meet deadlines.
  • Sophisticated user of information technology.
  • Strong project management and organizational skills.

PREFERRED QUALIFICATIONS:

  • CPA certification
  • Experience with Ellucian's Colleague ERP

EDUCATION and/or EXPERIENCE:

  • A bachelor's degree in accounting or finance.
  • Minimum of ten years of progressive administrative experience in a postsecondary education or not-for-profit setting with direct knowledge of and experience with fund accounting, budgeting, and finance, or commensurate experience in other fields (e.g., public accounting).
