What you’ll do at OhioMHAS :

The Ohio Department of Mental Health & Addiction Services (OhioMHAS) is seeking a skilled Mental Health Administrator 4 to lead and manage statewide capital planning and project management initiatives for behavioral healthcare facilities and properties. This position is responsible for overseeing construction projects, real estate transactions, and specialized planning efforts to ensure facilities meet the needs of communities, Regional Behavioral Healthcare Hospitals, and local mental health boards and agencies.


The successful candidate will collaborate with architects, engineers, contractors, and state and federal partners to deliver projects that are safe, cost-effective, and compliant with all regulatory requirements.


Key Responsibilities


Capital Planning & Project Management

  • Plans, coordinates, and implements specialized capital projects, including new construction, renovations, and real estate transactions for state, county, and community mental health facilities.
  • Manages projects in alignment with OhioMHAS capital program guidelines.
  • Leads special initiatives such as surplus land sales, campus master planning, and lease agreements.
  • Oversees professional design staff, contractors, and administrative personnel engaged in construction-related services.
  • Interviews, selects, and manages consultants, including architectural and engineering firms.
  • Prepares, reviews, and approves contracts, design submittals, budgets, and project documents.
  • Coordinates bid advertising, bidder conferences, and bid openings.
  • Monitors project progress, schedules, and financial obligations to ensure timely and cost-effective completion.
  • Recommends approvals and processes project-related pay requests, change orders, completion certificates, and acceptance of capital projects.
  • Verifies application of sound engineering principles, manages surveys, and oversees environmental hazard assessments and remediation.
  • Negotiates contracts, agreements, and dispute resolutions with contractors, agencies, and stakeholders.

Stakeholder Engagement & Representation

  • Interacts with OhioMHAS offices, Regional Behavioral Healthcare Hospitals, local mental health boards/agencies, contractors, and state/federal partners to coordinate capital projects.
  • Represents OhioMHAS at project development meetings, groundbreakings, open houses, and other public events.
  • Conducts site visits to monitor and evaluate capital project progress.
  • Assists OhioMHAS leadership and Capital Planning & Management in reviewing and troubleshooting architectural, construction, and real estate challenges.
  • Provides recommendations on structural, safety, code compliance, design, and engineering issues.

Administrative & Policy Support

  • Receives, reviews, and disseminates material related to real estate, construction, and architectural matters.
  • Prepares documentation for Department of Commerce hearings, including waiver requests.
  • Contributes to the development of a Computerized Maintenance Management System (CMMS).
  • Serves as OhioMHAS environmental coordinator, ensuring compliance with asbestos inspections and environmental specifications.
  • Represents OhioMHAS on Capital Planning & Management policy issues before DAS, the State Controlling Board, federal agencies, local governments, and other stakeholders.
  • Performs other related duties as assigned.

This is an hourly position and is exempt from the bargaining units, with a pay range of 14 on the E1 Exempt Pay Range Schedule . Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule). This position is located within our Bureau of Capital Planning and Management, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

Qualifications

Position Qualifications

Completion of undergraduate core program in business administration/management sciences or 12 mos. exp. developing goals, objectives, policies & procedures of operational unit or program of agency or firm & monitoring implementation of same. In addition to one of preceding categories (i.e., programmatic positions or administrative staff), 6 mos. trg. in supervisory principles/techniques or 6 mos. exp. scheduling, monitoring & evaluating personnel; 6 mos. trg. in budgeting or 6 mos. exp. determining budget needs & spending for operational unit or program of agency or firm; 6 mos. trg. in employee training & development or 6 mos. exp. writing training materials or conducting training; 3 mos. trg. in manpower planning or 3 mos. exp. scheduling personnel for adequate coverage & making staff projections.



  • Or 6 mos. exp. as Mental Health Administrator 3, 65223.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.


Position Specific Minimum Qualifications:

One year experience planning, coordinating, and managing specialized housing programs/projects/activities in accordance with Ohio Revised Code, DAS rules/regulations & other state/federal/ community laws & rules related to capital projects & housing AND 36 months in construction/real estate transactions/environmental remediation, design & process.
