Housing Operations Specialist

The Housing & Operations Specialist provides operational and client-centered support within Daybreak's Housing Program to assist youth and young adults (YYAs) experiencing homelessness. This role integrates direct client engagement with essential operational and administrative functions, ensuring safe and stable housing placements while maintaining program compliance and efficiency.

The Specialist balances individualized engagement with operational tasks such as inspections, move-in/out coordination, and housing stabilization activities. The position requires significant time in the community, including property visits, landlord engagement, and assisting with apartment turnovers, furniture deliveries, and other physical labor in all weather conditions.

HOUSING AND OPERATIONS SPECIALIST ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

Housing Program Operations & Client Support

• Coordinate housing-related tasks, including scheduling and assisting with moves, unit turnovers, and ensuring apartments are move-in ready.
• Conduct pre-move-in and annual inspections, habitability checks, and environmental reviews to meet HUD, agency, and funder standards.
• Ensure all housing units meet HUD NSPIRE inspection standards by conducting routine inspections, documenting deficiencies, coordinating corrective actions, and maintaining compliance records.
• Collaborate with Facilities, landlords, and community partners to resolve housing issues.
• Assist clients with housing searches, applications, and budgeting; educate them on tenant rights and responsibilities.
• Provide support in fostering life skill development, social skill enhancement, and housing stability by completing assigned tasks that promote client independence and resilience.
• Accompany YYAs to appointments such as court dates, SSI hearings, and other critical engagements providing advocacy and support as directed by the Case Manager.

Landlord & Community Relations

• Build and sustain strong relationships with landlords, property managers, and housing agencies to expand housing options.
• Serve as a point of contact for landlord concerns, maintenance needs, ensuring responsive communication and problem-solving.

Administrative & Operational Support

• Track and manage client records in HMIS and agency databases, ensuring timely and accurate documentation within 72 hours.
• Assist with budget tracking, invoice processing, and reporting related to housing operations.
• Monitor and support Daybreak's Dollar Pantry and Medford Community Pantry, ensuring compliance with Foodbank standards and PantryTrak.
• Manage incentive program purchasing and catalog updates for the Daybreak Dollar Passport program.
• Coordinate logistics for meetings, trainings, and housing-related activities.
• Support audits, grant reporting, and compliance documentation as required.

Team Collaboration & Training

• Assist in orienting and training new Housing Program employees.
• Provide coverage in Opportunity House and other housing services as needed.
• Collaborate with Case Managers, Clinical Services, and other staff to support Individualized Treatment Plans and client progress.

Documentation and Compliance

• Maintain a minimum of 15 hours of monthly productivity according to standards set by Senior Management by providing individual and group services, as appropriate.
• Maintain accurate client records in compliance with agency procedures and funder requirements, ensuring all documentation is completed within 72 hours as per agency standards.

It is the policy of Daybreak to ensure that the facility is in compliance with all license requirements and that all employees are fit for duty. Once a conditional offer of employment has been given, Daybreak requires that all prospective employees sign a background check release form and pass pre-employment testing before a start date may be given.

Background Check

Daybreak is required by State of Ohio law to perform a criminal background check, which includes fingerprinting, of eligible applicants. In addition to the fingerprints, Daybreak requires the following additional background checks.

• Federal Exclusion databases including:
  • National Sex Offender Registry
  • Office Inspector General (OIG)
  • Nurse Aide Registry
  • SAM
  • of Developmental Disabilities (DODD)
• Motor Vehicle Report

Pre-employment Testing

The following pre-employment tests will be conducted at Daybreak's expense. Tests include:

• A tuberculin skin test or chest x-ray (by a physician of Daybreak's choosing)
• A urine drug screening (by a testing facility of Daybreak's choosing)

Should the pre-employment reviews indicate that the prospective employee does not meet the employment requirements, Daybreak has the option of either not hiring the person or postponing employment until the condition prohibiting employment has been removed.

If the background or pre-employment checks contain information that the applicant has committed, been convicted of, or pleaded guilty to any criminal offense, unless the charge was a minor misdemeanor not involving violence or a sexual offense at least 5 years old, or if the applicant refuses to submit fingerprints for a criminal background check, the conditional offer of employment will be withdrawn immediately.

Pursuant to SB 38 (child-serving agency), if it is determined that the applicant has committed one of the disqualifying events listed on the attached Ohio Revised Code Disqualifier sheet may prevent employment at Daybreak.
