Federal Purchasing Compliance Lead (Grant Consultant Principal) Location: Remote (Operational Territory) or Washington, D.C. Focus: Federal Grants, Loans (DOE), & Procurement Compliance

The Role We are seeking a Federal Purchasing Compliance Lead to serve as the subject matter expert for all purchasing requirements tied to federally funded grants and DOE loans. You will ensure that every procurement activity—from vendor contracts to international shipping—adheres to strict federal standards, safeguarding funding eligibility and maintaining audit-ready documentation.

Key Responsibilities

• Compliance Oversight: Lead programs for Cargo Preference Act (CPA), Build America, Buy America (BABA), and federal flowdown clauses.

• Contract Coordination: Partner with Procurement to embed mandatory federal language into vendor contracts and validate certifications prior to execution.

• CPA Management: Oversee vessel availability, documentation review, and variance requests for DOE-funded projects.

• BABA Validation: Collect and verify manufacturing locations, domestic content certifications, and component-level breakdowns.

• Audit & Reporting: Maintain complete, audit-ready documentation and prepare summaries for federal stakeholders and internal leadership.

• Advisory & Training: Act as the primary resource for internal teams and contractors to resolve compliance questions and system errors.

Qualifications

• Education: Bachelor’s degree in Business, Supply Chain, Project Management, or a related field.

• Experience: 7+ years in federal compliance, procurement, or grant/loan administration.

• Expertise: Deep knowledge of CPA, BABA, and federal flowdowns.

• Technical: Proficiency with compliance tracking systems and procurement platforms.

• Skills: ability to interpret complex federal regulations and manage multiple priorities in a deadline-driven environment.

Preferred

• Experience with DOE-funded infrastructure or construction procurement.

• Proven success implementing new compliance systems or process improvements.

Responsibilities

• Lead AEP’s compliance program for all federal purchasing requirements, including CPA, BABA, and federal flowdown clauses.
• Monitor federal regulations and guidance; update internal processes and documentation as requirements evolve.
• Serve as AEP’s primary point of contact for DOE and other federal agencies on purchasing compliance matters.
• Coordinate with AEP Procurement to ensure compliance requirements are embedded in all purchasing workflows.
Contract & Procurement Coordination
• Partner closely with the AEP Procurement team to ensure all vendor contracts include the correct federal flowdown language, BABA requirements, and CPA provisions.
