Crisis Program Manager
Qualifications:
Required :
- Master’s degree in social work, behavioral health, or a closely related field from an accredited institution.
- Current Oregon licensure as an LCSW, LMFT, or LPC, with a minimum of three (3) years of supervisory experience in behavioral health or crisis services.
- Ability to obtain and maintain registration with MHACBO as a Qualified Mental Health Professional (QMHP) and Certified Alcohol and Drug Counselor (CADC) within 30 days of hire, as required by program standards.
- Demonstrated ability to communicate effectively in both oral and written formats, including clinical documentation and professional correspondence.
- Valid Oregon driver’s license with the ability to travel as required for program operations and on-call response.
- Ability to successfully pass a criminal background check and any other screenings required by state or federal regulations.
Essential Duties and Responsibilities: (This is not an exhaustive list of all duties/responsibilities. Other duties may be assigned)
- Provide leadership, direction, and day-to-day oversight of crisis program operations to ensure compliance with Oregon Administrative Rules governing community mental health, crisis services, mobile crisis, and secured residential treatment facilities.
- Monitor daily facility and program operations, including census, staffing patterns, shift coverage, acuity, and programmatic needs to ensure safe and effective service delivery.
- Provide after-hours support and respond to emergencies, critical incidents, and staffing needs after hours as needed.
- Supervise assigned program staff, including work assignment, performance evaluation, coaching, corrective action, and approval of time off.
- Assist with recruitment, hiring, onboarding, and training of new staff in accordance with OAR requirements and Lifeways policies.
- Recommend and participate in personnel actions, including promotions, disciplinary actions, and terminations, as appropriate.
- Ensure staff are trained and competent in crisis response, de-escalation, safety procedures, documentation standards, and confidentiality requirements.
- Ensure completion and ongoing review of individualized assessments, treatment plans, safety plans, and discharge planning in accordance with OAR and best-practice standards.
- Participate in staffing meetings, case reviews, and multidisciplinary coordination with internal teams, community partners, and referring entities.
- Monitor service quality, program fidelity, and outcomes; identify trends and implement quality improvement initiatives as needed.
- Ensure timely and accurate completion of clinical, behavioral, medical, and activity documentation.
- Ensure program compliance with Oregon Administrative Rules, Lifeways policies, OSHA, HIPAA, and all applicable federal, state, and local regulations.
- Oversee safety compliance, including emergency preparedness, evacuation drills, incident reporting, and corrective action plans per OAR requirements.
- Oversee program budgets, purchasing, and resource allocation to ensure responsible use of funds and adequate facility supplies.
- Approve staff expenditures within delegated authority.
- Ensure timely completion of prior authorizations and required supporting documentation; coordinate with billing, utilization management, and finance teams to support program sustainability.
- Maintain effective communication with internal Lifeways departments, community mental health partners, hospitals, law enforcement, EMS, and other stakeholders.
