Clinical Manager of Comprehensive Recovery Services (Toledo)
Zepf Center has been serving the Lucas County community for nearly 50 years. We are the leading provider of behavioral health and substance use disorder services in Northwest Ohio. Services include adult and child psychiatric, substance abuse, case management, residential, Crisis Care, and therapy programs, as well as career development and wellness services. Zepf Center also offers primary care medical services to our patients to contribute to their continuum of care. Zepf Center is a trauma-informed agency and environment for both patients and staff.
General Summary:
The Clinical Manager of Comprehensive Recovery Services provides oversight of the clinical programming and development and training of the staff in the Criminal Justice and OTP Counseling programs. This role focuses on orientation, training and supervision on the staff, review and co-signature of applicable documentation, standard setting, and contract operations oversight. The position will work to enhance quality improvement, trauma-informed care, and compliance with state, federal, and CARF regulations. Works in partnership and joint accountability with other team members to achieve Zepf Center’s Vision, Mission, and Values. This position is responsible for the day-to-day operation of these teams and is based in an office environment. In on-call/building coverage capacity, the Clinical Manager of Comprehensive Recovery Services will experience heavy demand at times for problem solving in clinical crisis and deescalation. Individual must be capable of sitting for long periods, possess manual dexterity necessary for keyboarding, data entry, writing, filing, and using phones. This individual will demonstrate and uphold legal and ethical standards for competent clinical practice
Essential Duties and Responsibilities:
- Ensure system for mentoring, staff development and supervision of SUD program staff.
- Conduct staff recruiting, hiring, and training. Continue to develop staff through performance evaluations, needed performance improvement and/or discipline, and termination when necessary. Manage staff schedules, timecards when appropriate and PTO approvals, and assign work duties as appropriate.
- Model and mentor staff and clients in appropriate problem solving and positive communications.
- Participate in leadership meetings and leadership development activities.
- Maintain professionalism and confidentiality in administration and client care areas.
- Oversee program quality improvement and monitoring of outcome and utilization data.
- Work with senior leadership to develop program strategic direction.
- Collaborate with leadership on administrative oversight for SUD program staff.
- Provide on-call supervisory support and on-site supervisory coverage for the Client Services Division as required.
- Assists with crisis intervention and assessment as needed.
- Adheres to high ethical and legal standards of professional practice per state, professional, agency, and regulating standards.
- Perform other duties as assigned to ensure department success.

- Develop and implement strategic plans for clinical programs, considering long-term goals and organizational objectives.
- Make Informed decisions regarding resource allocation, program expansion, and quality improvement initiatives based on data analysis and stakeholder input.
- Competence in budgeting, financial forecasting, and resource allocation.
- Demonstrate ability to manage program finances while maintaining high standards of care.
- Oversight of grant funds as well as required contract reporting and auditing.
- Support innovation initiatives and implementation of adaptive technology.
Clinical knowledge of Addiction and Recovery related regulations:
- Possess a strong understanding of the disease of addiction and the recovery process, as well as relapse prevention and harm reduction strategies.
- Ensure that appropriate evidence-based therapeutic modalities are being utilized by the teams to engage clients into treatment. Knowledge of Motivational Interviewing, Stages of Change, and ASAM levels of care.
- In-depth knowledge of regulatory requirements for OTP and Criminal Justice programs, including but not limited to HIPAA, state licensing, state and federal regulations, and accreditation standards.
- Experience ensuring compliance with law and ethical standards.
- Commit to cultivating a non-volent and trauma-informed environment for employees and clients, through our use of the Sanctuary model and support of Sanctuary initiatives. Incorporate Sanctuary techniques into daily work activities and supervision with staff.
- Must be able to communicate effectively orally and in writing with staff and stakeholders.
