Paulding County Job and Family Services Director

Position Overview:

Paulding County is seeking a Director to lead its Department of Job and Family Services (JFS) in delivering essential programs that strengthen families and support residents.

Under the direction of the Paulding Board of County Commissioners, the Director oversees all operations of the Department of Job and Family Services (JFS). This includes planning, organizing, and reviewing departmental activities while coordinating with other County departments and external agencies. This role ensures compliance with state and federal regulations, promotes innovation, and fosters partnerships to improve outcomes for residents.

Key Responsibilities:

· Administers the County Department of Job & Family Services and is responsible for all program areas:

o Public Assistance (PA)

o Children Services (PCSA)

o Workforce (Training, education, and employment services) (WIOA)

o Other duties as assigned by the Board of County Commissioners

· Direct agency operations, including program administration, fiscal management, and staff development. Develop and implement strategic plans aligned with various state agencies, primarily the Ohio Department of Job and Family Services (ODJFS)

· Establish and enforce agency policies and procedures; coordinate programs within the agency and across the community to ensure integrated service delivery.

· Development and management of budgets, ensuring fiscal accountability and compliance with state and federal guidelines. Forecast of funding needs, monitor expenditures, and implement adjustments as required.

· Presents annual budget proposals to County Commissioners and coordinates appropriations across calendar, State, and Federal Fiscal years.

· Monitor and evaluate all programs for effectiveness and compliance; recommend improvements to enhance service quality and community impact.

Qualifications:

· Bachelor’s or Master’s degree in business, public administration, or related field.

· Substitution of experience for education: Additional qualifying experiences may be substituted for the preferred education.

· Demonstrated skills in a supervisory, administrative, or managerial role relating to the planning, organizing, and directing of various functions.

· Valid Ohio driver’s license, clean driving record, and proof of adequate insurance.

· Working knowledge of modern office practices, procedures, and equipment.
