Summary This position is located at the Cincinnati Passport Agency in Cincinnati, OH. This position serves as a Program Manager, with a working title of Director and contributes toward the directorate's policy guidance efforts by leading the Passport Agency. TO LEARN MORE ABOUT CONSULAR AFFAIRS VISIT: Responsibilities Actively participating in nationwide strategic planning for the management of the passport function Analyzing the prevailing political, social, and economic conditions that could impact changes and analyzing trends in efforts to obtain passports through fraud or deceit in order to develop Passport Services Directorate policies Participating in the development, justification, and defense of overall annual budget for the Directorate; identifying and justifying changes needed in levels of resources and developing contingency plans should added resources not be forthcoming Developing policies to assure the uniform application of passport laws and regulations to assure efficient and responsive service to the public; managing and directing all aspects of the activities of the Passport Agency to which assigned Directing the anti-fraud program within the region; providing detailed instruction to new staff members on the techniques and art of document fraud protection, and providing update training to all on new techniques and forms of evidence Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning, direction, oversight, and evaluation of a broad range of highly specialized passport adjudication, issuance, and/or production services carried out by the assigned passport agency/center Experience exercising the full range of supervisory responsibilities and authorities associated with accomplishing the functional responsibilities of the agency/center There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
