Director of Total Rewards (Benefits and Compensation)
- Oversee and manage the Agency's health, dental, and life insurance and EAP plans, including selecting an insurance agent, negotiating rates with vendors, making recommendations to management regarding benefits plan design changes, and overseeing Section 125 plan compliance.
- Monitor Agency practices and policies against external and internal environments to assess market trends, maintain consistency and compliance, and proactively advocate for the implementation of Total Rewards best practices.
- Collaborate with Senior Leadership, Finance, Legal, and internal employee groups in planning, implementing, and communicating changes to plans and programs.
- Secure preparation and delivery of Open Enrollment process for Agency benefits enrollment.
- Author and present Total Rewards research, proposals, manuals, trends, and findings to Senior Leadership, administrators, and any work-groups or committees.
- Manage and conduct compliance audits on all benefit programs to ensure reporting, disclosure, testing, and other government requirements (including benefit plan documents and summary plan descriptions) are being filed timely and accurately
- Ensure Agency compliance with COBRA requirements and administers COBRA program.
- Administer defined benefit retirement plan and 403(b) tax sheltered annuity plans.
- Prepare 5500 and other necessary benefits reports.
- Ensure Agency compliance with ERISA and other applicable laws governing benefits.
- Assist with payroll related duties as needed.
- Perform other duties as assigned by management.
- Education: Bachelor's degree in a related field required.
- Licensure: SHRM or HRCI professional certification preferred.

- Ability to perform job responsibilities with a high degree of initiative and independent judgment.
- Demonstrated oral and written communication skills and effective interpersonal skills.
- Demonstrated proficiency in using Agency computer systems and software as required to perform essential job functions.
- Demonstrated analytical and problem-solving skills.
- Excellent time management skills with a proven ability to meet deadlines.
- Experience: A minimum of five years' relevant work experience required. People management experience is preferred.
