Contract compliance specialist non
This employee evaluates proposed solicitations for inclusion goalsetting and the applicability of federal, state or local prevailing wage; reviews bids and proposals for attainment of applicable inclusion goals and responsible bidder requirements; monitors contracts for compliance with local, state, and federal requirements; and evaluates certification applications for the City’s small, local, minority, and women business enterprise programs. Additional work includes the administration of wage enforcement and equal employment opportunity legislation and the investigation of underpayment of wages.

Knowledge Of Business English, e.g., grammar, sentence structure, correspondence formats, etc. Computer software such as spreadsheets to store and analyze information. Purchasing laws, ordinances, rules, and regulations for the City. Contract forms and business law. Statistical methods for analyzing compliance with equal employment opportunity, small business enterprise, prevailing wage, and other requirements. Local, state, and federal legislation and requirements regarding equal employment opportunity, small, local, minority, and women business enterprise, programs, prevailing wage, and other compliance-components. Skill To Operate a personal computer, including all related hardware and software programs calculator, and other office equipment. Operate assigned vehicle in the course of duty. Ability To Prioritize a large volume of various types of work and manage time to meet deadlines. Present arguments or positions; and listen to the other side of issues. Process information with a high degree of attention to detail. Communicate clearly and concisely, orally and in writing. Make decisions based on data analysis and observation. Apply various criteria to evaluate bids and proposals. Interpret and apply laws, rules, ordinances, and regulations. Review business and personal documents and information provided by SBE, SLBE, ELBE, MBE and WBE certification applicants for compliance with program laws, rules and regulations. Conduct contractor employee interviews and investigate complaints of underpayment and wage theft. Apply local, state, and federal law to determine the applicability of prevailing rates of wages on a project-by project basis. Assist with the preparation of quarterly and annual reports. Provide direct assistance to contractors and applicants with questions about the City's requirements. Confidently speak to groups of business owners and their employees while making educational presentations. Maintain highest ethical standards of conduct. Establish and maintain effective working relationships with co-workers, vendors, contractors, and the public. Maintain confidentiality of City, applicant, and contractor information. Work without close supervision. Examples Of Work Performed (Illustrative only. Reviews and monitors Equal Employment Opportunity forms for contract compliance. Monitors contracts for compliance with local/state/federal equal employment opportunity disadvantaged, small, local, minority, and women business enterprise, inclusion goals and local/state/federal prevailing wage laws and local wage enforcement requirements. Prevailing Wage compliance monitoring includes, but is not limited to, review of prevailing wage required forms, reviews and analysis of contractor/subcontractor certified payrolls, conducting on-site employee interviews, investigating and resolving issues related to prevailing wage non-compliance, complaints or underpayments Reviews and analyses bids and RFP forms and drafts memoranda related to SBE, MBE, and WBE inclusion goals and Responsible Bidder compliance. Requests, reviews and analyzes various business documents such as tax returns, financial statements, corporate governance documents, contracts, etc. related to the review of small, local, minority and women business enterprise certification applications. prepare written reports regarding certification application compliance with City's small, local, minority and women business enterprise program requirements. Engages regularly with contractors and the public regarding contract requirements and certification application processes. Conducts training classes for contractors regarding the City’s compliance requirements. Reviews proposed solicitations and prepares worksheets to inform the Director’s determinations regarding inclusion goalsetting. Keeps the Director of Economic Inclusion informed of issues and policy changes via oral and written reports. Reviews and makes recommendations concerning the approval/disapproval of contractor applications for payment based on the contract’s compliance status. Makes prevailing wage and certification site to observe or verify information. Each applicant must have a Bachelor's Degree from an accredited university or college in business administration, public administration, accounting, economics, mathematics, construction management or a related field. In addition, each applicant must have one year of experience performing work related to one or more of the following : (1) monitoring contracts for compliance with local, state, and federal requirements including prevailing wage legislation, (2) small, local, minority, and women business enterprise requirements, (3) equal employment opportunity regulations; or (4) other compliance-related experience. A Master's Degree from an accredited university in one of the areas of study mentioned above or related field or a Juris Doctorate from an accredited university may be substituted for the required year of experience. An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Other Requirments Must have a valid driver's license. Must be an excellent communicator and team builder. This is a sensitive classification as defined in Rule 15 of the Civil Service Rules; applicants must successfully pass a background investigation. Military Education & Experience Evaluation Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case- by- case basis based on the American Council on Education (ACE) Military Guide recommendations. Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review.
