Duties Description 1. Supervise and develop staff, as assigned by, and coordinated with the Regional Water Engineer (RWE), to maximize outputs and morale. Ensure staff comply with time and attendance rules and all applicable policies and procedures. Assist with assignment and prioritization of workload and complete performance programs and evaluations. Provide productive feedback on a regular basis and keep the RWE informed of any issues;2. SPDES Permit Oversight - Manage assigned SPDES facilities including MSGP, CAFO and PCI facilities. Perform inspections as assigned. Review applications and draft permits. Provide compliance assistance to permittees as needed. Participate in the WICSS process and initiate enforcement actions as required;3. Assist with permit writing and permit modifications for regional SPDES permits as assigned;4. Water withdrawal program- Handle all aspects of permitting as needed and ensure reviews are within UPA timeframes. Keep RWE informed of workload and permitting status.5. Review permit applications, construction plans and design reports as assigned using applicable standards and guidance. Provide direction to assigned staff performing review of engineering documents. Approve engineering documents that meet standards; and6. Coordinate and perform RIBS sampling and special assignments including Region 8 HABs Coordinator.

Minimum Qualifications Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required. or Eligible for transfer under Section 70.4.To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. Please note that if applying under the 55 b/c program, candidates must include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):"A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering."

Additional Comments *The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel may be required.Overtime may be required.
