Sanitary Supervisor of Construction and Maintenance 1
About the Role
Supervises and coordinates the operation, maintenance, and repair of wastewater collection systems, pumping stations, and related equipment under the direction of the Sanitary Engineer. Oversees staff, ensures regulatory compliance, manages maintenance programs, supports infrastructure projects, and handles personnel, budgeting, and operational responsibilities to maintain efficient and safe system performance.
Key Responsibilities
- Plan, organize, assign, direct and coordinate the overall operations of the wastewater collection system, and pumping stations.
- Develop and execute compliance of procedures and policies in support of departmental objectives and goals.
· Carry out supervisory responsibilities in accordance with county policies and applicable laws.
· Determine necessary staffing and recommend staffing levels; interview; recommend hiring; address complaints and resolve problems; implement policies, procedures, rules and laws of the department.
- Supervise staff; oversee day-to-day operations; organize, develop and coordinate work according to workload and production schedules; monitor work to ensure compliance with policies and procedures and timely completion; troubleshoot problems and provide solutions.
- Train employees; coach, counsel and provide leadership; evaluate performance; disseminate information effectively; recommend actions related to discipline; address complaints and resolve problems; mediate conflicts in work place and attempt to resolve issues; communicate and administer personnel related policies and procedures.
· Coordinate and direct employees in performing maintenance, service and repair for all generators, in accordance with department policies and procedures.
- Handle lower level grievances within the Collective Bargaining Agreement and Mahoning County Personnel Policy Manual; report directly to the Sanitary Engineer all personnel matters as they may relate to possible disciplinary action of the department.
- Ensure compliance with the NPDES permitting as it applies to the collection system; report compliance and performance issues to the Sanitary Engineer and appropriate Field Supervisors.
- Provide technical knowledge and assistance to consulting engineers and contractors for current and future projects to improve or expand the collection or distribution system.
- Conduct inspections and determine, in conjunction with the Sanitary Engineer, priorities for maintenance; establish maintenance procedures and preventative maintenance schedule for machinery and equipment; maintain records of maintenance, including progress of repair projects and needed repairs; investigate causes and evaluate inoperable equipment; provide technical assistance and recommend specifications for new and replacement equipment for purchase.
Direct preventive and corrective maintenance on Automatic Transfer Switches (ATS) and annunciator panels.
· Ensure proper performance of all department generators for maintaining the continuous transportation of wastewater from pumping stations and at wastewater treatment plants; inspect, diagnose, maintain and repair similar equipment.
· Receive work requests for performing maintenance and repairs.
· Troubleshoot daily safety, machine equipment and tooling issues.
· Establish procedures and processes to ensure the optimum performance of all generators to limit loss of use.
· Assist vendors in performing contractual repairs on generators and equipment.
Test, control and implement procedures to eliminate wet stacking and identify possible problems.
Timely log of all maintenance, repairs, replacement and upgrades.
Participate in routine inspections and direct modifications to IC engines, diesel generators and associated equipment.
- Maintain work area, tools and equipment in a clean and orderly condition to ensure safety of employees and other individuals, and maintain compliance with safety regulations, personal protection equipment requirements and County policy and procedures.
- Ensure water and sewer lines are properly installed and maintained.
- Direct the rebuilding of manholes.
· Participate in the development of the department’s annual budget; administer approved budget; monitor expenses.
- Recommend new and replacement equipment for facilities; prepare purchase orders.
- Prepare reports including pump station reports and sewer flushing reports.
- Maintain records including: maintenance performance and employee leave.
- Attend meetings and serve on committees as requested.
- Maintain and increase knowledge and skills through attendance at meetings, conferences, training seminars and in-service training sessions.
- Perform additional duties and assignments as requested.
Minimum Qualifications
· High School Diploma or G.E.D. and a minimum of one (1) year of experience in wastewater treatment and maintenance of treatment systems or an equivalent combination of education, training and experience; advanced courses in mechanical, electrical or technical engineering preferred.
· Must obtain an Ohio EPA Class 1 Wastewater Collection Operation Certification, or higher within two (2) years of employment.
· Possession of a valid Driver’s License with an acceptable driving record.
Supervisory experience in a union environment preferred
