HR Operations Manager, Plant Workforce Strategy

Trivium Packaging
Youngstown, OH

Lead with purpose

Step into a role where people strategy fuels operational excellence. As the plant’s HR Operations Manager, you’ll report to the HRBP and act as a co-strategist for the site—consulting with employees at every level, shaping programs that anticipate tomorrow’s challenges, and ensuring consistent, compliant execution today. You’ll be recognized as a partner, coach, and resource who anchors decisions in Trivium values and leadership standards.

Your impact

Imagine this: by Q1, you’ve stabilized payroll and benefits as the plant’s process owner, embedded leadership standards into talent processes, and delivered a data-rich HR metrics dashboard. By midyear, you’ve implemented a pay program aligned with external markets, sharpened staffing plans, and rolled out a refreshed engagement approach. Throughout, you’re guiding managers through tough calls, keeping actions compliant, and modeling fair, consistent policy application.

Core responsibilities

  • Partner with plant leaders to drive performance and meet site objectives.
  • Own plant processes for payroll and benefits support with precision and accountability.
  • Develop long-range staffing strategies to place the right people in the right roles at the right time.
  • Plan and implement wage and salary programs aligned with corporate HR and business strategy and market competitiveness.
  • Provide expertise in leadership development, performance and change management, resource and salary planning.
  • Consult across levels—listening objectively and delivering solutions that enable positive business outcomes.
  • Shape and align corporate and department goals for the functions you support.
  • Educate managers and monitor decisions to ensure legal and regulatory compliance.
  • Track demographic, legal, and technological trends; design programs that meet evolving corporate needs.
  • Challenge and guide the management team to apply Trivium values in daily operations.
  • Integrate Trivium Leadership standards into Performance Management, Succession Planning, and Selection processes.
  • Review merit increases, promotions, transfers, and disciplinary actions for compliance with internal and external controls.
  • Ensure uniform application of policies, procedures, and progressive discipline.
  • Manage safety training records, incident/accident tracking, safety initiatives, and workers’ compensation case management to support a safe environment.
  • Partner with sector HR leaders on special projects as required.
  • Produce clear, decision-ready HR metrics.
  • Carry out other duties as assigned.

Qualifications

  • Degree in Human Resources, Business Administration, or a related field.
  • Five years of progressive management-level HR experience.
  • Proven success independently initiating, developing, and leading strategic projects.
  • Ability to guide plant-level HR resources, identify opportunities, and lead change.
  • Knowledge of HRIS and payroll systems for accurate recordkeeping, reporting, and administrative compliance; adept at using data to assess initiative progress.
  • Experience establishing approaches to strengthen employee engagement—and the ability to enhance engagement effectiveness further.
  • Strong problem-solving and dispute-resolution skills.
  • Effective collaborator in a team-based matrix environment.
  • Excellent organization, with the ability to manage multiple priorities and deadlines.
  • Outstanding written and oral communication; able to engage all levels during challenging conversations.
  • Knowledge across talent acquisition, performance management, and retention.
  • Experience designing and delivering HR/policy training.
  • Proficiency in Microsoft Office, Outlook, PowerPoint, and Excel.

Work environment

Primarily office-based, using a computer, telephone, and printer; regular time on the manufacturing floor is required. The production environment is very loud—hearing protection and assigned PPE are mandatory. Temperatures may fall below 40°F or exceed 90°F, and fumes, dust, and odors can be present.
