Director of Water Reclamation - City of Bedford Heights
General Purpose: The Director of Water Reclamation is responsible for overseeing the planning, development, and management of water reclamation projects and operations. This role involves leading a team of professionals to ensure the effective and sustainable reclamation, treatment, and reuse of water resources, in compliance with regulatory standards and environmental policies. The Director of Water Reclamation plays a critical role in optimizing water resources, safeguarding public health, and contributing to environmental sustainability.
Essential Duties and responsibilities :
- Maintains the efficient operation of the Department of Water Reclamation.
- Responsible for maintaining efficient operation of wastewater treatment systems and sewage pumping stations.
- Responsible for the maintenance and repair of wastewater treatment systems and sewage pumping stations. Responsible for the maintenance and repair of sanitary sewers. Supervises all personnel; responsible for the scheduling and work of all personnel in the Department of Water Reclamation; prepares preliminary personnel evaluations annually; reviews each employees progress/performance; records and maintains file of all personnel in the department.
- Responsible for all required monthly reports to State and Federal Environmental Protection Agencies.
- Prepares and /or reviews requisitions for materials and approves all requests for purchases. Responsible for the preparation of specifications for all biddable commodities and /or services for Department of Water Reclamation.
- Prepares budget proposals including operating expenditures and justifications; operates within an approved budget for the Department of Water Reclamation, regularly and timely reviews and submits department purchase orders to Finance Department.
- Handles department inquires or complaints. Submits an annual report and monthly audits as directed by the Mayor.
- Acts as municipal contact to both State and Federal Environmental Protection Agencies and maintains compliance with all state and federal requirements governing water treatment facilities.
- Ability to prepare an annual budget; prepare and maintain accurate records and reports.
- May request legislation via Mayor or Council to address needs of departmental function.
- Performs related duties as required.
DESIRED MINIMUM QUALIFICATIONS:
Education and Experience:
- Possess and maintain Ohio Class IV Certification in Wastewater form the State of Ohio.
- High school graduate or equivalent experience and /or related education and at least eighteen (18) years of age, relevant Bachelor Degree preferred.
- Prefer 5 or more years’ supervisory experience in this facility or one in another municipality.
- Valid Ohio Driver’s license.
- Knowledge in EPA rules and regulations required.
- Must possess computer skill fluently in Word, Excel, Outlook and related program specific software.
- Ability to remain on 24-hour call.
- Ability to direct and supervise subordinates.
- Knowledgeable in the repair and maintenance of sewers, pump stations, and water treatment plant equipment.
- Skilled in negotiation and grievance procedures.
- Skilled in use of office and field equipment necessary for completing responsibilities.
- Awareness of essential safety compliance such as but not limited to OSHA concerns.
- Ability to competently speak, read and write in English language.
