Summary:
The purpose of this position is to perform intermediate skilled technical work promoting and protecting public health through education, consultation, and enforcement of Federal, State, and local environmental health laws and regulations, and related work as apparent or assigned. Work is performed under the limited supervision of the Environmental Health Program Coordinator/Program Specialist. This position may qualify to work a flex schedule.


Essential Functions and Responsibilities include:

  • Maintain compliance with established local and state laws and regulations as they apply to Environmental Health.
  • Conduct field work including but not limited to inspecting a percentage of the food service establishments, daycares, local confinement, tattoo parlors, rest homes, nursing homes, hospitals, residential care facilities, lodgings, schools, swimming pools, summer camps, soil evaluations, issuing improvement permits, construction authorizations, operation permits, existing system inspections, taking water samples for analysis, well construction permits, well grout and well head inspection, complaint investigations, meeting with consultants, engineers, home owners, and contractors on design and installation of systems, etc.
  • Follow up visits to facilities to ensure compliance.
  • Contact with the public on matters of questions, concerns, and complaints in all environmental health programs.
  • Review of inspected facilities that are being newly constructed, or extensively remodeled.

Education & Experience:

  • Bachelor's degree with coursework in 30 semester hours of physical or biological sciences and 2 years of exposure in environmental health, or related field, or equivalent combination of education and experience.
Knowledge, Skills, and Abilities

  • Working knowledge of environmental health laws, rules and procedures is required. Practical knowledge of biology, chemistry, food service, soil science and basic engineering technology as applied to environmental health practices. Working knowledge of inspection methods, on-site sewage design, well head protection, plumbing and mechanical workings of a swimming pool, flood flow of food handling facilities, general knowledge of food handling equipment, operations of day cares, residential cares and rest homes, etc. General knowledge of computers and program software systems is required.

  • This work requires the occasional exertion of up to 50 pounds of force; work frequently standing, walking, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
License & Certifications:

  • Registered as an Environmental Health Specialist by the North Carolina Board of Sanitarian Examiners prior to employment or qualified as an Environmental Health Specialist Intern
  • Valid driver's license and insurable driving record
Work Location:
This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.

In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.
