The purpose of this position is to assist the administration and management of the County's benefits program including enrollment and collections of premiums and payments to vendors.
In addition to the essential functions, the ideal candidate must possess strong communication skills, attention to detail, organizational skills, and knowledge of benefits plan. The ideal candidate must also have advanced Excel experience/knowledge, be able to reconcile periodic reports to identify missing deductions on payroll system and verify employee enrollments.
Essential Functions
Assists in the administration and management of the County employee benefits program including self-insured health, prescription, vision and dental benefits, life, optional life and COBRA programs.
Reviews, audits and balances monthly insurance enrollment for eligibility; creates funding resolutions; processes payroll deductions for office and balances premiums and deductions for countywide benefit program; assists in collection of premiums from prior enrollees; administers COBRA.
Maintains enrollment/updates for all benefit programs; enters enrollment into vendor system and audits reporting; pays vendor fees based on enrollment; works with vendors to resolve problems.
Oversees and monitors the medical review and prescription override process and other cost savings programs to ensure compliance with Plan rules; researches lowest price point for service; communicates outcome to employees; promotes programs.
Provides training on procedures affecting benefits administration to group representatives, employees, and carriers; communicates reporting expectations.
Assists with employee problem claims, questions and paperwork; serves as liaison between employees, group representatives and insurance companies; serves as departmental insurance group representative to report monthly enrollment for various Commissioners’ related departments.
Creates and coordinates wellness programs; tracks participation and utilization; audits reimbursement requests, prepares accounting reports and resolutions to process payments for all programs.
Works with Benefits Coordinator to create, research and prepare various reports, resolutions, forms, etc. to comply with Federal laws including health care reform reporting.
Schedules, coordinates, and maintains minutes and follow-up for monthly Employee Health Benefits Committee and other meetings as assigned.
Maintains benefit files and assists with records retention; scans records into permanent database.

Pay: $21.89 - $26.27 per hour
