Position Summary:
The Chief Deputy Director serves as the primary assistant to the County Treasurer, overseeing the day-to-day operations of the Treasurer’s Office. This leadership position ensures efficient administration of property tax collection, investment of public funds, and financial recordkeeping in compliance with Ohio Revised Code, county policies, and government regulations. The Chief Deputy acts as Treasurer in their absence and plays a key strategic and operational role.
Key Responsibilities:
Oversee daily operations of the Treasurer's Office, including staff supervision, workflow management, and public services.
Manage and supervise the collection, reconciliation, and disbursement of property taxes and other county revenues.
Ensure the accuracy and integrity of accounting and financial records.
Monitor cash flow and assist the Treasurer in managing county investments according to Ohio law and investment policy.
Develop office policies, procedures, and performance metrics; implement process improvements as needed.
Serve as a liaison between the Treasurer’s Office and other county departments, public agencies, financial institutions, and the public.
Prepare reports, analyses, and presentations for internal and external stakeholders.
Represent the Treasurer’s Office at county meetings and public forums as requested.
Ensure compliance with state statutes and auditing standards.
Train and supervise department staff; handle hiring, evaluations, and disciplinary actions in coordination with HR.
Maintain high standards of customer service and public accountability.
Qualifications:
Education and Experience:
Bachelor’s degree in Public Administration, Finance, Accounting, Business, or a related field.
Minimum 5 years of progressively responsible experience in government finance, public administration, or treasury operations.
Supervisory or management experience required.
Preferred:
CPA, CGFM, or other relevant certifications.
Experience with Ohio county or municipal government finance.
Skills and Competencies:
Strong leadership, decision-making, and interpersonal skills.
Thorough knowledge of governmental accounting, property taxation, and investment practices.
Proficiency in financial software, spreadsheets, databases, and ERP systems.
Excellent communication skills – both written and oral.
High attention to detail and integrity.
